Sole Source Fertility Preservation Lab Services for NIH Clinical Center and Walter Reed

NIH Clinical Center is seeking to award a sole source contract to Shady Grove Fertility for fertility preservation laboratory services, specifically oocyte storage and freezing. - Sole source procurement due to proprietary data and continuity of care requirements - Services include collection, processing, freezing, and storage of eggs harvested by Walter Reed National Military Medical Center (WRNMMC) staff - Contractor will provide qualified personnel, equipment, supplies, and develop/staff an on-site laboratory at WRNMMC - Shady Grove Fertility is the incumbent provider and uniquely qualified - No specific part numbers or quantities; this is a specialized service requirement - Statutory authority: 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1 (only one responsible source) - Place of performance includes NIH Clinical Center (Bethesda, MD) and Walter Reed National Military Medical Center - Contracting office is NIH Office of Purchasing and Contracts, Bethesda, MD - No period of performance specified in available documents - Commercial competitors may include other fertility preservation labs, but proprietary and continuity requirements limit competition

Description

This is a Notice of Intent, not a request for proposal.  The National Institute of Health intends to negotiate on an other than full and open competition basis with the following vendor: Shady Grove. 

Acquisition Description:

The Clinical Center has a clinical support team to address a broad variety of routine medical issues that may arise during a course of treatment, but in some instances, a specialist is required for certain consultations. The NIH does not have the requisite support services and facilities for fertility preservation procedures, which has led to a Memorandum of Understanding (MOU) with the Walter Reed National Military Medical Center (WRNNMC). The contractor has a board-certified reproductive endocrinologist, cryopreservation equipment, monitoring, alarm system and maintenance to support collection and preservation of oocytes.

The statutory authority for this sole source requirement is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.  All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-OLAO-CC-26-002539) by 12:00 PM eastern standard time on 05/29/2026 to: valerie.gregorio@nih.gov.

All responses received by the closing date of this synopsis will be considered by the Government.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
