The USDA Agricultural Research Service (ARS) is seeking small business contractors for drought shelter repairs and replacement at its Crop Genetics Breeding Research Unit in Tifton, Georgia. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division (APD) - OEMs and Vendors: - Atlas (manufacturer of the Atlas Snow Arch drought shelters) - Products/Services Requested: - Replacement of 3 Atlas Snow Arch 30 x 84 drought shelters - Repair of 7 additional drought shelter structures damaged by Hurricane Helene - Construction services including demolition, installation, repairs, debris removal, and use of bio-based products where possible - Product line item: Drought Shelter Repairs and Replacement (NSN 7540-01-152-8067) - Unique or Notable Requirements: - Project is set aside 100% for small businesses under NAICS code 332311 - Certified technicians required for all work - All labor, materials, equipment, and safety plans (including OSHA certifications) must be provided by the contractor - Strict 30-day completion period from Notice to Proceed - Work hours are Monday-Friday, 7 AM to 4 PM, excluding government holidays - Site visits available for prospective offerors - Emphasis on use of bio-based products where feasible

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0628 is issued as a Request for Quotation (RFQ) for drought shelter repairs and replacement.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 332311.  The small business size standard is 750 employees.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Organized site visits have been scheduled for May 20, 2026 at 1:00 PM Eastern Daylight Time (EDT) and May 21, 2026 at 1:00 PM EDT.  The same information will be provided at both site visits, so offerors only need to attend one.  Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by May 20, 2026 at 10:00 AM EDT with the name(s) of attendee(s), company they are with, and company(s) they are representing.  A Government issued photo ID is required for attendance.

The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes.  Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.

All question regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov.  Questions must be submitted no later than 4:00 PM EDT on May 28, 2026.  Answers to all questions received by that time will be posted as an amendment to the solicitation.  No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.  Telephone requests for information will not be accepted or returned.
