The National Institutes of Health (NIH) in Bethesda, Maryland is seeking multiple small business contractors for a five-year Blanket Purchase Agreement (BPA) to provide handyman, general construction, and maintenance services at NIH facilities. - Government Buyer: - National Institutes of Health (NIH), Office of Acquisition Management, Division of Construction, Architecture & Engineering, Facilities, and Leasing (DCAFL) - Scope of Services: - Handyman, maintenance, repair, and minor construction services on a task order basis - Approximately 200-300 task orders annually, mostly under $15,000 each - Labor categories include: General Laborer, Carpenter, Electrician, Plumber, HVAC Technician, Painter, Maintenance Mechanic, Supervisor, Locksmith, Control Technician, Welder, Pipe Fitter, Sheet-Metal Worker, Furniture Handler, Carpet Layer, Rigger, and Drywall Finishing - Routine services: facility upkeep, minor construction, office/lab moves, furniture relocation, patching, painting, surface repairs, minor electrical/mechanical/plumbing repairs, preventative maintenance, new work, alterations, additions, and repair of real property - Emergency and after-hours labor services with premium adjustments; emergency response required within 90 minutes - Materials reimbursed at actual cost with limited markup - Notable Requirements: - Set aside for small businesses; up to six awards anticipated - Contractors must accept Government Purchase Card payments up to $15,000 - Payment bonds required for projects between $35,000 and the simplified acquisition threshold - Annual reviews for pricing and performance; contractors may be removed for non-participation - No specific OEMs or product manufacturers are named; focus is on labor and service provision - Place of Performance: - NIH facilities at 9000 Rockville Pike, Bethesda, MD 20892
