The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale and recurring removal of Government-generated recyclable paper commodities located at NASA Langley Research Center.
This solicitation establishes a term contract for the sale of scrap property, with removal required as a condition of sale. The successful bidder shall remove material on a recurring, as-needed basis in coordination with the Agency Government Representative (AGR), and in accordance with all site-specific operational, security, and safety requirements.

KEY REQUIREMENTS (MANDATORY)
MANDATORY Pre-Bid Site Inspection Required (IFB Section 3.3)
Submission must include: Appendix A – Site Verification, Bidder Certification, Bid Sheet, and Standard Form 114
Appendix A is the only appendix required with the sealed bid submission.
Appendix B – Post-Bid / Pre-Performance Documentation Package is not submitted with the bid. Appendix B will be submitted by the apparent successful bidder after bid opening and before authorization to begin performance, as directed by the Sales Contracting Officer.
Pricing must be one firm fixed price per removal event.
Pricing based on percentages, formulas, commodity-index pricing, escalators, ranges, alternate pricing, or conditional pricing is not permitted.
Certified weight tickets are not required for billing and will not be used as the basis for payment.
All amendments must be acknowledged.
Failure to meet these requirements may result in the bid being deemed non-responsive.
SITE ACCESS / SECURITY
NASA Langley Research Center is a secured Federal installation.
Advance coordination is required for all site access. Visitor registration and approval are required prior to arrival. Security, identification, and safety requirements apply. All inspection scheduling must be coordinated with the Government.
