This opportunity seeks qualified contractors to provide comprehensive waste water treatment services at the Edgemont U.S. Army Reserve Center in Newtown Square, Pennsylvania. - Government Buyer: - U.S. Army Contracting Command - New Jersey (ACC-NJ), acting for the 99th Readiness Division Directorate of Public Works, Fort Dix, NJ - Services Requested: - Operation, maintenance, testing, and reporting for the facility's waste water treatment system, drip irrigation, and industrial wastewater holding tank - Semi-monthly mowing to protect treatment facilities and discharge areas (April 1 to October 31) - Signage maintenance (33 signs) inside and outside facility areas - Monthly compliance testing and electronic reporting to PADEP using certified laboratories - Monthly inspections of the waste water system and its components - Top soil replacement and seeding/mulching for drip irrigation field as needed - Annual removal of septage/solids from pretreatment and settling tanks, with reporting to Edgemont Township and 99th RD - Annual removal of petroleum, contaminated water, and solids from 2,000 gallon water holding tank, with reporting to 99th RD - Semi-monthly inspection and cleaning of four lift stations - Unique/Notable Requirements: - Contractor must hold at least a Class-D E-2,4 certificate for Wastewater Treatment Plant Operators issued by Pennsylvania - Compliance with PADEP Water Quality Permit #PA2314401 is mandatory - All labor, equipment, materials, supervision, transportation, and technical guidance must be provided by the contractor - No specific OEMs or commercial vendors are named in the solicitation - Place of Performance: - Edgemont U.S. Army Reserve Center, 2101 South Delchester Road, Newtown Square, PA 19073 - Contracting Office: - Picatinny Arsenal, NJ; oversight by Fort Dix, NJ

Description

This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this Source Sought Notice is to obtain the following information:

(1) The availability and capability of qualified sources;

(2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 221310- Water Supply and Irrigation Systems with a small business size standard of $41 Million.

Requirement Description:

On behalf of the 99th Readiness Division (RD) the United States Army Contracting Command - New Jersey (ACC-NJ) has a requirement for Waste Water Treatment Services at the Edgemont U.S. Army Reserve Center (USARC) in Newtown Square, Pennsylvania 19073 (Facility PA022). Contractor shall furnish all labor, equipment, materials, supervision, transportation and technical guidance to operate, maintain, test and provide required reports for the waste water treatment, drip irrigation & industrial wastewater holding tank at the Edgemont U.S. Army Reserve Center, 2101 South Delchester Road, Newtown Square, Pennsylvania 19073. Review attached DRAFT Scope of Work for additional requirements information. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers.

(4) Capability Statement detailing previous related requirement work (Not to Exceed 2 Pages).

THIS IS A FOLLOW-ON REQUIREMENT, NOT NEW REQUIREMENT. Current Contract No. W15QKN-21-C-5030 and Incumbent contractor, RONIELLE HOWARD & ASSOCIATES, LLC currently provide services at this location until September 28 2026. NO MORE QUESTIONS REGARDING THE CURRENT CONTRACT AND INCUMBENT CONTRACTOR WOULD BE ANSWERED BY REQUIRING ACTIVITY.
