Projects should be well-planned, financially viable, and innovative, aiming to decrease dependency on federal programs, chronic unemployment, and community deterioration in urban and rural areas. CED projects are expected to recruit individuals with low incomes, assist in maintaining employment, and ensure business viability for at least one year after the project period. Projects can be non-construction or construction and are encouraged to target rural and underserved areas, aligning with other OCS-funded programs to address community needs.
