Highway No. 13 Surfacing and Construction Project – Saskatchewan Ministry of Highways

The Government of Saskatchewan, through the Ministry of SaskBuilds and Procurement and the Ministry of Highways, is seeking bids for a major highway surfacing project: - Project covers resurfacing and construction on Highway No. 13, from the junction with Highway No. 6 to 200 meters west of the Ogema Access Road, including access roads into Pangman and Ogema (totaling 25.72 km) - Key materials and quantities: - 74,100 tonnes of asphalt concrete (EPS) - 17,400 tonnes of granular base course - 3,400 tonnes of sub-base course - 279 meters of culverts (to be installed by tunneling or boring) - 1,100 cubic meters of water for road work - 1,000 tonnes of asphalt mix for pickup - 500 meters of silt fence and 1,300 square meters of erosion control blanket - 14,000 square meters of seeding - Services include: - Surface mixing and compaction - Prime and tack coat application - Decommissioning of 10 culverts - Traffic accommodation and mobilization (lump sum) - Site occupancy for two project stages - Notable requirements: - Compliance with municipal road maintenance agreements and occupational health and safety standards - Coordination with SaskPower, SaskTel, SaskEnergy, and TransGas for utility crossings - Environmental permits and seasonal work restrictions - All taxes must be included in bids; PST Letter of Good Standing required for award - Liquidated damages of $1,000 per day for late completion and a $20,000 lump sum penalty - Night work permitted with associated fees - No specific OEMs or proprietary products are named; materials are standard for road construction - Contract awarded based on best value and minimum technical score - Main places of performance: Highway No. 13 corridor, Pangman and Ogema access roads, and associated aggregate pit

Description

This solicitation is for the construction of a surfacing structure on Highway No. 13 from the junction of Highway No. 6 to 200 meters west of the Ogema Access Road, including access roads into the communities of Pangman and Ogema, covering a total distance of 25.72 km. The project includes estimated quantities such as 74,100 tonnes of asphalt concrete in place and 279 meters of supply and installation of culverts by tunneling or boring. The completion date for the project is November 30, 2026. Bidders must submit inquiries at least 3 business days prior to the close of bidding and may request a debriefing session within 30 days after award notification.
