FCI McDowell Solicitation for 4th Quarter FY26 Food and Food Service Products

This opportunity involves the procurement of a wide range of food and food service products for FCI McDowell in Welch, West Virginia for the fourth quarter of FY26. - Government Buyer: - Department of Justice, Federal Bureau of Prisons, FCI McDowell - Products Requested: - Canned beans (pinto, black, garbanzo, great northern, kidney) - Rice (U.S. Grade 1 or 2, long grain milled) - Pasta (lasagna noodles, whole wheat or regular) - Cereals (bran flakes, rolled oats) - Dairy (butter, cheddar cheese, mozzarella, parmesan) - Tofu (regular or organic) - Dressings (Caesar, mayonnaise) - Pickle relish, tortillas, catsup, crushed tomatoes, tomato paste - Canned vegetables (green beans, beets, carrots, corn, peas, jalapenos, spinach) - Sauces (hot, Worcestershire) - Spices and seasonings (taco, curry, jerk, chili powder, Cajun, salt) - Soup bases (beef, chicken, vegetable, low/reduced sodium) - Meats (ground beef, beef patties, beef roast, chicken thigh/white meat/leg quarters, fish fillets, Italian sausage) - Chips, disposable food trays, sporks, paper and plastic bags - Quantities: - Range from dozens to tens of thousands of units or pounds per item (e.g., 15,000 lbs rice, 8,000 lbs ground beef, 60,000 disposable trays) - Notable Requirements: - USDA grade standards for meats and dairy - Specific product standards (e.g., CID, IMPS, U.S. Grade) - Strict adherence to delivery schedule and product specifications - Evaluation criteria prioritize past performance and delivery schedule - Expired or non-conforming products will be rejected and may result in vendor exclusion from future awards - Vendors must match posted quantities and annotate any bid differences - OEMs and Vendors: - No specific OEMs or brand names are mentioned; products must meet federal and USDA standards - Place of Performance: - FCI McDowell, 101 Federal Drive, Welch, WV 24801 - Other Details: - Includes both food and disposable food service items - All items must be delivered to the federal correctional facility

Description

Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up.
