Notice of Intent to Sole Source Test, Evaluation, and Repair Services for IFR 6000 Avionics Ramp Test Sets to Viavi Systems

This notice announces the Navy's intent to award a sole source contract for specialized avionics test equipment services: - The Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD, under NAVAIR, plans to issue a sole source purchase order to Viavi Systems (Cage Code: 6UW26) - The contract covers test, evaluation, and repair services for six (6) IFR 6000 Avionics Ramp Test Sets - The IFR 6000 is a specialized avionics ramp test set used for aircraft maintenance and diagnostics - Viavi Systems is the Original Equipment Manufacturer (OEM) for the IFR 6000 and is the only source identified as capable of meeting the Navy's operational and reliability requirements without modifications - No other vendors or OEMs are mentioned; however, capability statements from other sources will be considered for potential future competition - The place of performance is Solomons, Maryland - This is not a competitive solicitation, but an opportunity for other vendors to express interest for future requirements - The contracting office is located at Fleet Readiness Center, Patuxent River, MD

Description

Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD, hereby gives notice of intent to award a purchase order to Viavi Systems, (Cage Code: 6UW26), on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.103-1(b), one responsible source. The COMFRC Aviation Support Equipment (ASE) Solomons, MD has a requirement for the Test, Evaluation and Repairs of six (6) Avionics Ramp Test Sets, for the IFR 6000. Viavi Systems is the OEM for for the IFR 6000 and is the only known source for test, evaluation and repair services that will meet operational and reliability requirements without modifications to existing components. 

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
