Delaware Health and Social Services is seeking a contractor to administer and analyze youth health surveys across the state. - Government Buyer: - Delaware Health and Social Services - Products/Services Requested: - Data collection and analysis services for: - Youth Risk Behavior Survey (YRBS) (administered in odd years) - School Health Profiles (administered in even years) - Delaware Youth Tobacco Survey (YTS) (administered in even years) - Services must comply with CDC policies and meet minimum response requirements - Unique or Notable Requirements: - Supplier diversity plan and written inclusion policy required - Non-public Delaware data must not be stored or transferred outside the U.S. - Contractor retains all rights to data but cannot release surveillance information without approval - Subcontracting is not permitted - Completion of mandatory forms is required - No specific OEMs or commercial vendors are named in the solicitation

Description

This Request for Proposal (RFP) solicits proposals for data collection and analysis services for the Youth Risk Behavior Survey (YRBS), School Health Profiles, and Delaware Youth Tobacco Survey (YTS). The surveys are grouped into two contracts based on federal funding: one combining YRBS and Profiles, and the other for YTS. The goal is to strengthen Delaware's capacity to address health inequities among youth by providing datasets with minimum response requirements in accordance with CDC policies. The initial contract starts around November 1, 2026, with yearly extensions, and the contractor retains all data rights with restrictions on releasing surveillance information without approval.
