The Hawaii Department of Land and Natural Resources, Division of Forestry and Wildlife, is seeking a qualified vendor to support the Koa Wilt Resistant Seed Orchard Project across Hawaii Island, Maui, Oahu, and Kauai. - Government Buyer: - Department of Land and Natural Resources, Division of Forestry and Wildlife (DOFAW) - Scope of Work: - Establish and maintain disease-resistant koa (Acacia koa) seed orchards on multiple islands - Collect and screen koa seeds for resistance to Fusarium oxysporum f.sp. koae - Perform orchard maintenance: grass control, fertilization, thinning, replanting, and pest management - Provide technical assistance for planting plans and genetic conservation activities - Coordinate with partners such as USDA Forest Service, University of Hawaii, and private landowners - Vendor Requirements: - Must possess a library of virulent Fusarium oxysporum f.sp. koae isolates - Must have protocols for screening koa populations for disease resistance - Must employ a forester with expertise in koa silviculture and pest management - Must be able to collaborate with research and land management partners - Notable Tasks by Location: - Kapapala Canoe Log Forest (Hawaii Island): Quarterly maintenance and seed collection - Kamehamenui and Kula Forest Reserve (Maui): Planting plan support, orchard maintenance, seed collection - Halemano Koa/Sandalwood Seed Orchard and DOFAW-managed Forest Reserve (Oahu): Maintenance, data collection, pest management, genetic conservation - Kauai: Screening of approximately 15 koaia families for wilt resistance - No specific OEMs or commercial vendors are named in the solicitation - All transportation and applicable taxes must be included in bids - Compliance with Hawaii Compliance Express (HCE) is required

The Department of Land & Natural Resources, Division of Forestry and Wildlife, is seeking support for the Koa Wilt Resistant Seed Orchard Project. The project involves establishing and maintaining koa disease-resistant seed orchards across multiple Hawaiian islands to produce improved koa seeds. Vendors must be compliant with Hawaii Compliance Express (HCE) and include all transportation costs and applicable Oahu Island General Excise Tax in their quotations. The scope of work and vendor requirements are detailed in Attachment A.
