Leachate System Upgrades and Remote Monitoring Installation at Caswell and Hillview Landfills

Tompkins County is seeking contractors for comprehensive improvements to the leachate management systems at its closed Caswell and Hillview landfill sites: - Government Buyer - Tompkins County Department of Recycling & Materials Management (and Department of Public Works, Solid Waste Division) - OEMs and Vendors - Siemens (OEM for SITRANS LR110 radar level transmitters) - SignalFire (OEM for Ranger Wall Mount wireless telemetry panels) - Products and Equipment Requested - Siemens SITRANS LR110 radar level transmitters (part number 7ML53131..060.A0), continuous, non-contact, 15m range - SignalFire Ranger Wall Mount wireless telemetry panels (model RANGER-FBOX-4DPAK-INT-MODBUS-VZSIM3-MB32-STD-N or approved equal), LTE CAT M1/NB-IoT, cloud connectivity - Stainless steel knife gate valves with Viton seals (3 units) - Underground conduit (up to 4,000 linear feet) for remote monitoring and future conductors - Manhole riser penetrations, electrical conduit and wiring, concrete pad replacement, PVC and HDPE piping and fittings - Services Requested - Cleaning and refurbishment of leachate conveyance piping and underground storage tanks (two 8,000-gallon FRP tanks at Caswell, two 30,000-gallon steel tanks at Hillview) - Camera inspection of all leachate conveyance lines with video documentation - Tightness testing of all leachate tanks per industry standards - Installation of remote level monitoring equipment and wireless telemetry - Electrical upgrades and removal of obsolete infrastructure - Construction dewatering, site erosion and sedimentation control - Waste and debris removal and disposal at authorized facilities - $25,000 work allowance for tank repairs - Unique/Notable Requirements - All remote monitoring equipment must be Siemens or SignalFire (or approved equal) - Compliance with dual containment and spill prevention regulations - Coordination with County and consulting engineer required - No MWBE/SDVOB goals set for this contract - Locations - Caswell Road closed landfill (557 Caswell Road, Freeville, NY) - Hillview Road closed landfill (near 225 Hillview Road, Danby, NY) - Period of Performance - Main construction window is approximately two months (mid-July to mid-September), with some documents indicating a multi-year project period extending through at least 2028

Description

Tompkins County is soliciting bids for improvements to the leachate systems at two closed landfill sites: Caswell Road Landfill and Hillview Road Landfill. The work includes cleaning and refurbishment of leachate conveyance piping and underground storage tanks, inspection, valve replacement, tightness testing, and installation of remote level monitoring equipment. Contractors are responsible for managing leachate levels, waste disposal, and providing temporary piping plans during cleaning and testing activities.
