The New York State Department of Corrections and Community Supervision (DOCCS), through the Orleans Correctional Facility, is seeking contractors for comprehensive electrical switchgear testing, maintenance, and generator support services. - Government Buyer: - New York State Department of Corrections and Community Supervision (DOCCS) - Orleans Correctional Facility - Products and Services Requested: - Testing and maintenance of electrical switchgear, including: - 2 generator relays - 14 pad mounted switches - 15 transformers - Medium voltage switchgear, transfer switches, vacuum circuit breakers, battery systems, motor control centers, low voltage air switches, and protective relays - Partial discharge testing of medium voltage cables and equipment - Temporary generator provision and management: - 2 x 400KW generators (Buildings 1 and 34) - 1 x 300KW generator (Building 2) - 2 x 150KW generators (Buildings 10 and 11) - All logistics, fueling, staging, operation, and removal - Installation of UL-listed infra-red windows in switchgear cabinets - Training services: - Arc Flash Safety Awareness Training (one-time, up to 20 persons) - Portable Generator Connection Training (one-time) - Corrective repairs as needed under contract - Unique or Notable Requirements: - All work must comply with prevailing wage laws - MWBE (15%) and SDVOB (6%) participation goals - Coordination with facility security and adherence to safety standards (OSHA, NFPA 70E) - Use of Doble Online PD Testing System for partial discharge testing - Training must include formal materials and certificates - OEMs and Vendors: - No specific OEMs are named in the solicitation - Past similar contracts were awarded to O'Connel Electric Company and RESA Service, LLC (not OEMs) - Place of Performance: - Orleans Correctional Facility, 3531 Gaines Basin Rd., Albion, NY 14411
