DOT/MARAD is seeking a New York licensed contractor for the removal of three steel underground storage tanks (USTs) containing No. 2 Fuel Oil at the United States Merchant Marine Academy (USMMA), Kings Point, NY. - Government Buyer: - Department of Transportation (DOT), Maritime Administration (MARAD), United States Merchant Marine Academy (USMMA) - Scope of Work: - Removal and scrapping of three steel USTs (two 20,000-gallon, one 10,000-gallon) - Sealing associated piping and removal of all wiring, alarm, and monitoring components - Analytical soil sampling and testing for contamination, with remediation if required - Proper disposal of tanks, piping, wiring, concrete, asphalt, and debris per regulations - Pumping remaining fuel oil to temporary storage, testing for reuse or resale (proceeds credited to government) - Professional engineering services for plan development and permit submittals (approved by Nassau County Department of Health) - Project management and coordination with USMMA Department of Public Works and Environmental Protection Specialist - Unique/Notable Requirements: - Compliance with all Federal, State, and local laws and regulations - Adherence to historic preservation standards (National Historic District) - No disruption to academic activities; flexible work hours (swing/graveyard shifts permitted with notification) - OEMs and Vendors: - No specific OEMs or product manufacturers are mentioned; only service providers (contractors) are sought - Products/Services Requested: - Underground storage tank removal, soil testing, disposal, fuel oil handling, engineering, and project management - No part numbers or branded products specified

DOT/MARAD has a requirement for The United States Merchant Marine Academy (USMMA) for a New York licensed contractor to remove three (3) steel underground storage tanks (UST) that contain No. 2 Fuel Oil. Two (2) 20,000 and one (1) 10,000 gallons tanks in accordance with all Federal, State and local laws and regulations. Permanently remove from service and seal associated piping from the tanks to the equipment they serve and remove all wiring and components associated with the operation and monitoring of the tanks. These tanks are located on the southern side of Delano Hall and eastern side of O’Hara at United States Merchant Marine Academy (USMMA), 300 Steamboat Rod, Kings Point, NY 11024. See attached draft Statement of Work. Responses are due by Thursday, May 21, 2026 at 1pm EST.
