The U.S. Army Cadet Command's 5th Brigade is seeking contractor support for the Junior Cadet Leadership Challenge (JCLC) event near San Antonio, Texas. - Government Buyer: - United States Army Cadet Command, 5th Brigade - Mission and Installation Contracting Command (MICC), W6QM MICC-FT KNOX office - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation or attachments - Products/Services Requested: - Lodging accommodations for 135 participants (100 Cadets, 35 Cadre) - Climate-controlled, fixed-facility lodging with separate male/female bathhouses, showers, toilets, and privacy - Meal services (breakfast, lunch, dinner) with all necessary serving equipment and disposables - Training facilities with certified instructors for: - High ropes course, low ropes course, zip line course - Land navigation, team building/obstacle course - Swimming pool with lifeguards, water tubing course - Softball field, basketball goal, drill competition area - Water and ice provision at all training sites - Transportation (buses) for river tubing training - Cleaning supplies for food service, dormitory, and training areas - Safety and security measures including gate control and lighting - First aid station space (medical supplies and staff provided by government) - Quality control program development and maintenance - Management, supervision, labor, and all necessary equipment and supplies - Unique/Notable Requirements: - All facilities and services must be co-located within a 100-mile radius of San Antonio ISD, Texas - Certified instructors required for all training events - Emphasis on safety, security, and quality control - Compliance with applicable wage determinations and regulations - Government will provide medical staff and supplies for first aid station - Place of Performance: - Within a 100-mile radius of San Antonio ISD, Texas - Specific sites may include San Antonio ISD, Enchanted Rock State Park, and local venues such as Gattis Pizza in Fredericksburg, TX

Description

This is a Sources Sought Notice ONLY.  The U.S. Government to procure meals, loging accommodations, training facilities for cadets and cadre for the Junior Cadet Leadership Challenge (JCLC) San Antonio in New Braunfels, Texas, 26 -29 May 2026. 

The Mission and Installation Contracting Command (MICC) is seeking information from potential sources to provide the services outlined in the draft Performance Work Statement (PWS), in support of the U.S. Army Cadet Command's mission. Refer to the attachments:  Draft PWS and applicable wage determination.  The Contractor shall have the capability to provide co-located meal services, lodging accommodations, training facilities that provides high ropes course; low ropes course; zip line course; land navigation course; team building /obstacle course; swimming pool for water safety course, adequate water stations throughout the camp, emergency medical coordination, furniture, equipment, supplies, tools, management and labor in accordance with the PWS, except for those items specified as government furnished property and services.   Place of performance: Will be performed within a 100-mile radius of San Antonio ISD, Texas.

This synopsis is a market research tool being used in determining the procurement strategy. This notice does not commit the U.S. Government to contract for any supply or services.  Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.  Submittals will not be returned to the responder.  Not responding to this notice does not preclude participation in any future advertisement, if any is issued.  The anticipated NAICS code is 721214.  Size standard is $9 Million.

A statement of interest in the services contained herein. A synopsis of your company’s capabilities to perform the required services, including descriptions of past performance on contracts of similar size and scope. Company Information: Name, address, UEI, CAGE code, and business size/socio-economic status (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned, Woman-Owned) and the corresponding NAICS code.
