The U.S. Embassy in Quito, Ecuador, is seeking a contractor to supply fuel for its government-owned vehicles under a fixed-price, indefinite delivery/indefinite quantity contract. - Government Buyer: - U.S. Department of State, American Embassy Quito, General Services Office - Products/Services Requested: - Regular gasoline (estimated 500 gallons annually) - Premium gasoline (estimated 500 gallons annually) - Diesel fuel (estimated 100 gallons annually) - Fuel supply service at designated gas stations with national coverage - Implementation of a vehicle tag system for fuel tracking - Detailed biweekly invoicing and administrative support - Unique/Notable Requirements: - Contractor must provide fuel at stations accessible nationwide - Vehicle tag system required for tracking fuel usage - Price adjustments allowed based on official Ecuadorian fuel price changes - Minimum guaranteed order: 50 gallons each of regular and premium gasoline per year - Maximum order: 5,000 gallons of gasoline per year - Contract includes a base year, four option years, and a possible six-month extension - OEMs and Vendors: - No specific OEMs or fuel brands are named; open to qualified fuel suppliers with national coverage in Ecuador

Enclosed is a Request for Quotation (RFQ) for Fuel Supply for U.S. Embassy’s Government-Owned Vehicles (GOVs for the American Embassy in Quito, Ecuador.  If you would like to submit your quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract to the responsible company submitting a technically acceptable offer at the lowest price.  We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference at the site, The pre-quotation conference will be held on May 26, 2026, at 11:00 am, at the Quito Embassy, located at Avigiras E12-170 y Av. Eloy Alfaro. Prospective quoters should contact QuitoContracts@state.gov by May 22, 2026, at 11:00 am for additional information or to arrange entry to the building.

Quotations are due on June 10, 2026, at 04:00 pm Quito time. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

Your quotation must be submitted electronically only to QuitoContracts@state.gov. It is important to make sure the submission is made in specific size and format; in Microsoft Word Document (docx) or Microsoft Excel (Microsoft 365 later versions) or as an Adobe Acrobat (PDF) file. format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.  Please submit technical quotation and pricing, separately only to QuitoContracts@state.gov.

Failure to that may deem the offeror’s quotation to be considered non-responsive and no further consideration will be given.
