This opportunity is for maintenance and repair services of the Giant Voice Mass Notification System (GVS) at Joint Base Charleston, covering both the Air Base and Naval Weapons Station. - Government Buyer: - Department of the Air Force, Air Mobility Command (AMC), 628th Contracting Squadron (628 CONS PK), 628th Civil Engineer Squadron (CS)/SCOT (Radio Shop), and FA4418 628 CONS LGC at Charleston AFB - OEMs (Original Equipment Manufacturers): - SiRcom (primary OEM for GVS sirens and control systems) - Motorola Solutions (APX 8500 radios, GTR 8000 repeaters, and APX series radios) - Nader (A/C and solar power switches) - Renogy (solar chargers) - Duracell (batteries) - Dell (computers for control units) - Products/Services Requested: - Full preventative maintenance inspections (PMI) and repair services for the Giant Voice System, including: - Two scheduled semi-annual PMIs per year (base plus four option years) - Emergency and routine service calls and repairs (parts and labor) - Maintenance and programming of Motorola APX 8500 radios and GTR 8000 repeaters - Maintenance of SiRcom sirens, control units, amplifiers, and auxiliary components - Use of SiRcom-certified technicians with active Value-Add Reseller (VAR) status - Personnel with valid U.S. security clearances (Tier 1, 3, or 5) - Key equipment and components include: - 156 SiRcom Siren Horns (SiHo3) - 16 SiRcom Siren Controllers (Si Touch) - 16 SiRcom Power Amplifiers (D.PSU.1200) - 16 SiRcom Audio Amplifiers (ECO 500.12) - 16 Nader A/C Power Switches (NDB2-63 C10) - 16 Nader Solar Power Switches (NDB2-63 C20) - 16 Renogy Solar Chargers (Wanderer) - 16 Motorola APX 8500 Radios - 1 Motorola GTR 8000 Repeater - 3 Central Control Units (with Dell computers and SiRcom/SMART Alert software) - 16 Duracell Ultra Marine and RV Batteries - Various Motorola APX radio accessories and encryption modules - Unique/Notable Requirements: - Only SiRcom-certified technicians with active VAR status may perform work due to proprietary system and warranty requirements - Contractor must be able to program and maintain Motorola APX 8500 radios and GTR 8000 repeaters - Strict response times for emergency (within 24 hours) and routine (within 3 business days) service calls - Compliance with cybersecurity standards and personnel security clearance requirements - Detailed maintenance reporting and quality control plans required - Locations: - Joint Base Charleston (Air Base and Naval Weapons Station), including multiple control points and siren locations across Charleston and Goose Creek, SC - Contracting office at 101 E Hill Blvd, Joint Base Charleston, SC

Description

The contractor shall provide all labor, materials, consumables, equipment, transportation, and any other items and services necessary to perform full preventative maintenance inspection and repairs on the Giant Voice Mass Notification System (GVS) in operation at Joint Base Charleston (JB CHS), South Carolina – Air Base (AB) and Naval Weapons Station (NWS), ensuring full operational capability in accordance with all applicable laws, regulations, commercial practices, and manufacturer’s specifications as described in the Performance Work Statement (PWS) (Atch 01).

The services rendered shall include two (2) scheduled semi-annual Preventive Maintenance Inspections (PMI) of all systems associated with the JB CHS GVS. The contractor shall also perform service calls/repairs to include parts and labor. The contractor must utilize SiRcom-certified technicians and maintain active SiRcom Value-Add Reseller (VAR) status. Technicians are required to have extensive knowledge of, certified, or otherwise authorized to service/install SiRcom equipment to include any auxiliary components. The contractor shall have necessary equipment and knowledge to program and maintain Motorola APX 8500 radios and Motorola GTR 8000 repeaters.

Contractor personnel shall hold a valid U.S. security clearance of Tier 1, Tier 3, or Tier 5 with favorable determination. Offerors must submit a completed copy of the DD 254 (Atch 02) upon submission of quote.

A non-mandatory site visit will be held at Joint Base Charleston, SC at 1000 AM EDT on Tuesday, 26 May 2026. All prospective offerors interested in attending the site visit shall submit a completed Base Access Form 111 (Atch 03) and a copy of a Real ID (front and back) for each contractor personnel to Madison Nerenberg, Contract Specialist, at madison.nerenberg@us.af.mil and Taylor McDaniel, Contracting Officer, at taylor.mcdaniel.1@us.af.mil by Wednesday, 20 May 2026 at 1200 PM EDT if they plan to attend.
