This is a solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12. 

Solicitation number W9124X-26-Q-A014 is issued as a request for quotation (RFQ). All responsible source(s) may submit a quote for consideration. Interested parties may identify their interest and capability to respond to the requirement or submit a quote.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01 effective 3/13/2026. 

Set-Aside: Small Business (Total)

The North American Industry Classification System (NAICS) code for this requirement is: 611519 - Other Technical and Trade Schools.  The SBA Size standard is $21.0M.

The Product Service Code (PSC) designation is U099 – Education/training- Other

The Nevada Army National Guard requires a three-day training course to equip the 92nd Civil Support Team with the specialized knowledge, skills, and practical capabilities required to effectively recognize, assess, respond to, and mitigate threats involving pharmaceutical based agents (including precursors, analogs, and related hazardous materials).  Required training dates are June 15-17, 2026 in Carson City, Nevada.

    

The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.

Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with the quote.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.

Evaluation of quotes received will be based on Technical Capability, Past Performance and Price; award will be made to the vendor whose response is most advantageous to the government. PROVISIONS & CLAUSES

The following provisions and clauses apply to this solicitation and are included by either reference or full text as provided below and can be accessed at https://www.acquisition.gov.

Addendum to 52.212-1 Instructions to Offerors-Commercial Items (NOV 2021)

(a) To assure the timely and equitable evaluation of quotations, vendors must follow the instructions contained herein. Vendors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and sub-factors, if applicable.

(b) SAM (System for Award Management): to be considered for a contract award, the company must be registered and active in the SAM database at the time of submission of offer at: www.sam.gov

(c) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.

(d) Quotes must include:

Technical Approach, Past Performance, and Completed SF1449.

(e) Additional Information:

            (1) All offers will be reviewed for timeliness. If the offer is received after the closing date, the offer may not be considered.

            (2) Any resulting contract will be awarded to the vendor whose offer is most advantageous to the government.

            (3) The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

            (4) Interested offeror quotations shall be valid for at least 15 days after the solicitation close date.
