Army Solicitation for Industrial Stormwater and Wastewater Storage Tanks

The Department of the Army at McAlester Army Ammunition Plant is seeking innovative commercial solutions for industrial stormwater and wastewater containment. - Army Contracting Command is the government buyer, with procurement managed at McAlester Army Ammunition Plant. - Requirement is for at least four (4) industrial storage tanks: - Each tank must have a minimum capacity of 16,760 gallons - Tanks must be mobile, reconfigurable, and have a maximum footprint of 50 x 9 feet - Secondary containment must hold 110% of the largest tank volume - Tanks must include high-level alarms, visible liquid level gauges, leak detection sensors, manual/lockable drainage valves - Internal corrosion-resistant linings/coatings required (e.g., Epoxy or Phenolic) - Suitable for class II wastewater containment - Delivery required within 16 weeks - No specific OEMs or vendors are named; proposals must meet DoD standards for cybersecurity, sustainability, and operational readiness - The procurement may result in a Firm-Fixed-Price contract or Other Transaction Agreement, with potential duration up to 10 years - Place of performance and delivery is McAlester Army Ammunition Plant, Oklahoma

Description

Through this CSO, the Army aims to identify and adopt innovative commercial solutions that accelerate the integration of advanced manufacturing technologies, enable secure and connected digital environments, and promote sustainable practices. The goal is to create a more agile, resilient, and technologically advanced industrial base that meets current and future operational demands while ensuring compliance with DoD standards for cybersecurity, sustainability, and readiness.

This CSO will utilize a solicitation process authorized by DFARS Subpart 212.70. Under this CSO, the DoD will be allowed to competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract/agreement terms resulting in agreements or FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts/agreements under this CSO. Under a CSO, DoD Contracting/Agreements Officers may competitively select proposals received in response to a general competitive solicitation, similar to a BAA, based on a review of proposals by scientific, technological, or other subject matter experts.
