The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking qualified sources for the rapid supply and delivery of modular prison infrastructure to support high-security detention operations in Haiti. - Government Buyer: - U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) - U.S. Embassy Port-au-Prince, Haiti - OEMs and Vendors: - SteelCell (specified as the required OEM for modular detention units) - Products/Services Requested: - 80 double-bunk, stackable modular "SteelCell" detention units - Each unit: 8'4.25" W x 12'6.5" L x 8'4.5" H, detention-grade, includes penitentiary toilet/sink, LED lighting, wall-mounted desk and stools, steel security door with mechanical key-lock, security glazing, food pass and lock, detention grills, and utility connection points - Must be immediately available, already fabricated, and warehoused for rapid deployment - Fabrication and design must occur in the United States - 4 structural steel mezzanines - Engineered design and fabrication, includes railings, stairs (OSHA compliant), McNichols bar grating deck, hot-dipped galvanized or primed and enamel coated, 4' wide to reach second level of cells - All installation components included - Installation training for INL implementers (in the U.S. or Haiti) - Shop drawings, O&M manuals (in French and English), warranty plan - Unique/Notable Requirements: - Only "SteelCell" modular units are acceptable; no substitutes - All units must be fabricated and warehoused in the U.S. for immediate shipment - Delivery to Port-au-Prince, Haiti (Base Vertieres) - All design and fabrication must occur in the United States - Period of performance is no greater than three months from contract award - Project supports urgent security needs for the Haitian National Police to detain high-value gang targets - Compliance with ACA standards for detention equipment and OSHA regulations for mezzanines - Manuals and training must be provided in both French and English
Description
The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is conducting market research to identify qualified sources capable of designing, fabricating, and delivering 80 double-bunk stackable modular "SteelCell" detention units and four structural steel mezzanines for a high-security prison facility adjacent to Base Vertieres in Port-au-Prince, Haiti.
CRITICAL TIMELINE REQUIREMENTS:
Period of Performance: No greater than THREE (3) MONTHS from contract award Target Completion Date: July 31, 2026 Immediate Availability Required: Vendors must have "SteelCell" units already fabricated and warehoused, ready for immediate deployment upon award

80 double-bunk "SteelCell" stackable modular units (8' 4.25" W x 12' 6.5" L x 8' 4.5" H) Engineered design and fabrication of four structural steel mezzanines with railings, stairs, and bar grating All installation components (shims, welding plates, nuts/bolts, etc.) Shipping and delivery to Port-au-Prince, Haiti (FOB destination) Shop drawings, O&M manuals (French and English), warranty plan Installation training for INL implementers
