The US Coast Guard is seeking contractor support to develop, implement, and maintain a comprehensive Human Performance Support and Training (HPS&T) System for the Polar Security Cutter (PSC) initial crew. - Government Buyer: - United States Coast Guard (USCG), HQ Contract Operations (CG-912), Department of Homeland Security - OEMs and Vendors: - No specific OEMs or vendors are named in the opportunity - Products/Services Requested: - Development, implementation, and maintenance of a PSC-specific training system for an anticipated crew of 137 - Analysis, design, development, implementation, evaluation, and maintenance of training content for major and minor ship systems (engines, propulsion, navigation, communications) - Creation of performance support tools and management of the training program in accordance with USCG standards - Integration of OEM factory training and government courses - Deliverables include a Training System Development Plan, analysis reports, design recommendations, course materials, implementation plans, and annual maintenance updates - Unique or Notable Requirements: - Training must be performance-based and hands-on, with familiarization on actual ship systems - Contractor must be able to work in both office and heavy industrial environments - Compliance with all security requirements is mandatory - Work will be performed primarily at contractor facilities, with some on-site support at Bollinger Mississippi Shipbuilding (BMS) in Pascagoula, MS, USCG Headquarters in Washington, DC, USCG Performance Technology Center in Yorktown, VA, and PSC Homeport in Seattle, WA - The period of performance is five years from contract award, including all options, with annual updates and progress reports required

Description

The United States Coast Guard (USCG) Human Systems Integration Division (DPR-23) seeks contractor support services to conduct analysis, design, develop, implement, evaluate, and maintain a complete training system for the Polar Security Cutter's (PSC) initial crew. This includes, but is not limited to, creating and delivering training content for various ship systems, developing performance support tools, and managing the overall training program in alignment with USCG standards, in accordance with the attached Performance Work Statement (PWS). Contractor personnel will support this requirement primarily from the Contractor's facilities, with some on-site support at Bollinger Mississippi Shipbuilding (BMS) in Pascagoula, MS, and potentially other Gulf Coast locations. 

Primary tasks will include the following, which are further detailed in Attachment 1: PSC HPS&T Performance Work Statement (PWS):

Task 1: Develop the Training System Development Plan (TSDP) Task 2: Conduct iterative analysis and design of the PSC HPS&T System Task 3: Conduct iterative development of the PSC HPS&T System Task 4: Conduct implementation and evaluation of the PSC HPS&T System Task 5: Conduct maintenance support of the PSC HPS&T System 

Contractor personnel must be able to work in office and heavy industrial environments and meet all security requirements. 

The contemplated period of performance, including all options, is five (5) years from date of contract/order award. Attachments provide further details on requirements and deliverables.
