The U.S. Navy's Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) is seeking multiple suppliers for the firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) supply and delivery of Liquefied Natural Gas (LNG) to Naval Station Guantanamo Bay (NSGB), Cuba, in support of a natural gas-powered combined cycle power plant. - Government Buyer: - U.S. Navy, Naval Facilities Engineering Systems Command Southeast (NAVFAC SE), Acquisition Core Utilities, Jacksonville, FL - Products and Quantities: - Liquefied Natural Gas (LNG), NSN 6830-01-672-6379 - Estimated total: up to 300,000 MMBtu over five months - Initial 'seed project': two deliveries of 50,000 MMBtu each - Deliveries expected every 14-21 days to maintain storage at 90% capacity - Measurement and Testing Equipment for LNG Tankers: - Liquid level gauging devices (2 per tank) - Temperature gauging devices (5 per tank) - Pressure gauging device (1 per tank) - List and trim gauging devices (2 per tank) - Calibration and tank gauge tables - Independent surveyor services for verification - Services: - Testing, verification, and calibration of measurement devices - Quality analysis of LNG samples during unloading - Recalibration and retro-commissioning/cool-down services (up to five days demurrage if required) - Notable Requirements: - LNG must comply with strict federal, state, and local environmental and quality standards - Material Safety Data Sheet (MSDS) required with all offers - LNG delivery vessels must meet specific safety, size, and operational standards - All costs (taxes, permits, transportation, insurance) included in price - Detailed technical and past performance submissions required - No specific OEMs or vendors are named in the solicitation - Place of Performance and Delivery: - Naval Station Guantanamo Bay, Cuba (Pier Charlie) - Contracting office at NAS Jacksonville, FL and NAVFAC SE, Jacksonville, FL

Description

Liquefied Natural Gas (LNG) for Naval Station Guantanamo Bay (NSGB) in support of a natural gas-powered combined cycle power plant (CCPP). The Government contemplates award of multiple firm-fixed-price indefinite-delivery, indefinite quantity (IDIQ) contracts from this solicitation. The ordering period under each IDIQ contract will be approximately five (5) months or an aggregate not-to-exceed value of $8,950,000 for all contracts, whichever comes first. One Offeror will be awarded a “seed project” delivery order which will fulfill their minimum guarantee and will be issued concurrently with the award of the basic IDIQ contract. The “seed project” for this solicitation will be for two LNG deliveries to NSGB (e.g. 26-29 May 2026 and 15-18 June 2026 unless modified). All other multiple award contact awardees will receive an order for the $500.00 minimum guarantee issued concurrently with the award of the IDIQ basic contract(s).
