The U.S. Navy, through the Norfolk Naval Shipyard in Portsmouth, Virginia, is seeking a vendor to provide rental services for three self-contained high-pressure air compressor systems to support ship service applications at the Ford Project, Pier 5A. - Government Buyer: - Department of the Navy, Norfolk Naval Shipyard (NAVSEA) - Contracting office located at Norfolk Naval Shipyard GF, Portsmouth, VA - Products/Services Requested: - Rental of three (3) self-contained compressed air systems - Each system must deliver at least 92 SCFM at 5,000 psig - Must provide breathing air quality per OPNAVINST 5100.23 and OSHA standards - Systems must be electrically powered (460V, 3-phase, 60Hz), weather-resistant (NEMA Type 4), and portable (container or skid mounted) - Required components: compressor, air dryer, closed loop cooling system, filtration/purification system, after-cooler, air receiver, electronic hygrometer, CO monitor, automatic controls, alarms, indicators, and lifting attachments - Compliance with ASME Boiler and Pressure Vessel Code and OSHA regulations - Contractor must provide delivery, setup, start-up training, 24/7 on-call repair service, consumables replacement, and equipment retrieval - Repairs must be completed within 24 hours; replacement required if not repaired within 72 hours at no additional cost - Shipping (inbound/outbound) included - Quantities and Period of Performance: - Three (3) units for an initial 11-month base period, with two additional six-month option periods (up to 23 months total) - Rental extensions may be prorated; early return allowed with 24-hour notice - Unique/Notable Requirements: - Equipment must be tested and certified at least two months prior to start - Technical compliance is prioritized over price in evaluation - Set aside for SBA-qualified small business vendors - No specific OEMs or part numbers are named in the solicitation - Place of Performance: - Norfolk Naval Shipyard, Portsmouth, VA, specifically inside the NNSY waterfront CIA area in support of the Ford Project at Pier 5A

Description

Service rental from vendor to provide three (3) self-contained compressed air systems meeting the specifications outlined within the Statement of Wortk attached. 

Anticipated Period of Performance as follows: June 15, 2026- May 15, 2027, with (2) six-month option periods.
