The Department of Defense, Air Force, 60 MDG David Grant Medical Center at Travis Air Force Base, CA, is seeking a contractor to provide comprehensive Sexual Assault Forensic Exams (SAFE) and related administrative support for eligible adult, adolescent, and pediatric patients. - Government Buyer: - Department of Defense, Air Force, 60 MDG David Grant Medical Center, Travis Air Force Base - OEMs and Vendors: - Napa Solano SANE/SART (sole source, specialized forensic services provider) - Products/Services Requested: - 24/7/365 on-call Sexual Assault Forensic Exams (SAFE) by credentialed forensic nurse examiners - Includes head-to-toe and anogenital exams, forensic evidence collection, specimen collection, photographic and medical documentation, and coordination with law enforcement - Provider must be within 40 miles (60 minutes) of Travis AFB for rapid response - Administrative support for case documentation, billing, compliance, and inventory management - Ongoing training, certification, and trauma-informed care for forensic nurse examiners - Expert court testimony services, including travel and preparation - Individual specimen kits for each exam (containing examiner instructions, evidence collection forms, consent forms, paper sheets, paper bags, dental floss, small sticks, cotton swabs, containers for biological evidence, sterile water and saline, envelopes, boxes, labels, evidence seals, and toxicology kit) - Unique/Notable Requirements: - Sole source procurement due to the provider's decentralized presence in Solano County and ability to meet strict 1-hour response and regulatory requirements for evidence preservation - No products are being procured outside of examination kits; focus is on specialized services - Service must be available 24/7/365 with immediate response capability - Place of Performance: - David Grant Medical Center, Travis Air Force Base, CA - Contractor must be located within 40 miles of Travis AFB

Service Title: Sexual Assault Forensics Exams and Administrative Support

Brief Description: The 60 MDG David Grant Medical Center has a requirement for a Contractor to provide comprehensive Sexual Assault Forensic Exams (SAFE) and Administrative Support to Travis Air Force Base, CA for all eligible adult, adolescent, and pediatric patients on a 24/7, on-call basis. The Contractor must be a qualified provider of these services within 40 miles (60 mins) of Travis Air Force Base, with 24/7 response capability.

    b. Procedures for Award: The Government intends to award a single source contract directly to Napa Solano SANE/SART. in accordance 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Awarding this contract to NSSS on a sole source basis is necessary because their decentralized presence in Solano County is the only way to meet the mandatory 60-minute emergency response time for sexual assault forensic examinations at DGMC. Securing this partnership bypasses the unacceptable multi-week delays of standard off-base referrals, ensuring immediate regulatory compliance for evidence preservation while minimizing further psychological trauma to the patient.

The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price purchase order.
