Draft RFP for C-130H Formation Position System Replacement – EMD and Production/Deployment Support

The U.S. Air Force Life Cycle Management Center is seeking industry input for the C-130H Formation Position System (FPS) replacement program, covering Engineering and Manufacturing Development (EMD) and Production & Deployment (P&D) support. - Scope includes: - Design, integration, testing, and production of FPS modification kits for up to 54 C-130H3 aircraft and 7 flight training devices - Addressing Diminishing Manufacturing Source (DMS) issues and 5G frequency interference - Interoperability with C-130J fleet and integration with AMP Inc 1 avionics - Delivery of trial kits, initial spares, support equipment, and installation - Development and support of aircrew training systems and courseware - Key components specified: - MILACAS-FR sensors (same as C-130J for compatibility) - FPS Control Panel, Flight Command Indicator (FCI) Panel, Flight Command Indicator Repeater (FCIR) Panel - Services required: - EMD support (design, integration, qualification, testing, training, technical data) - P&D support (production, installation, training, sustainment) - Test and evaluation at designated Air Force bases - Integrated logistics and interim contractor support - Performance locations include Wright-Patterson AFB (OH), Eglin AFB (FL), and Little Rock AFB (AR) - The FPS must support formation flying with up to 35 aircraft, provide proximity monitoring, datalink messaging, and meet MIL-STD and cybersecurity requirements - This is a draft RFP for market research and planning; no specific OEMs or vendors are named, but MILACAS-FR is referenced as a key component

This special notice is for C-130H Formation Position System (FPS) Engineering and Manufacturing Development (EMD) and Production and Deployment (P&D) support. The purpose of this notice is to provide potential Offerors information regarding the program requirements and to facilitate industry review and maximize the quality of market research.
