Description
This solicitation is a Request for Conceptual Proposals (RFCP) to identify qualified teams and solicit project concepts for developing multiple utility treatment plants to serve growth needs within the Utility District service area. The projects include greenfield reverse osmosis water treatment plants, greenfield wastewater treatment/reclamation plants, and a brownfield wastewater treatment/reclamation plant expansion, each with a 2 MGD capacity. The goal is to explore innovative modular or pre-packaged plant options that minimize installation and operational readiness time, covering financing, design, permitting, construction, and installation. No contracts will be awarded from this RFCP, but a subsequent Request for Proposals may be issued based on the conceptual proposals received.
