Argonne National Laboratory, operated by the U.S. Department of Energy, is seeking a contractor for a Blanket Purchase Agreement (BPA) to provide water treatment chemicals and technical services for its water treatment plants, cooling towers, and central chilled water systems. - Government Buyer: - U.S. Department of Energy, Argonne National Laboratory - Products Requested: - Scale and corrosion inhibitors (non-chromate organic phosphonates with Toly-triazole) - Biocides (including approx. 15,400 lbs/year of bromine-based products) - Acid treatments (approx. 13,500 lbs/year of 50% sulfuric blend) - Anti-foam treatments (approx. 1,400 lbs/year) - Monitoring and control system controllers (9 units) - Disinfection and zebra mussel treatment systems (optional, bromine-based) - Test reagents and equipment for water quality control - Additional chemicals listed with part numbers (e.g., 3DT465.33, 71D5PLUS.11, 7346TAB.41, etc.) for scale/corrosion inhibition, antifoam, biocides, closed system inhibitors, dispersants, layup, steam boiler treatment, cleaners, acids, and bacteria monitoring - Services Requested: - Technical water treatment services (chemical analyses, corrosion testing, operator training, inspections, troubleshooting) - Water safety program for cooling towers (ASHRAE 188-2018 compliance, Legionella testing) - Weekly chemical deliveries by trained, HazMat-endorsed drivers (no subcontracting allowed) - Training for Argonne personnel (annual and new-hire, digital reporting) - Inspection and maintenance of water systems (weekly, monthly, annual) - Unique/Notable Requirements: - Contractor must have in-house degreed engineers, biologists, metallurgists, and licensed water treatment personnel - Must operate an ISO 17025:2017 certified R&D laboratory - Minimum 20 years of experience with large, complex organizations (preferably DOE National Labs) - Full-scope water treatment company with global presence - No subcontracting of delivery services - Ability to communicate technical information to the scientific community - No specific OEMs are named, but part numbers suggest proprietary or branded chemical products - Delivery and performance at Argonne National Laboratory facilities, including specific buildings and system locations

Request for Proposal (RFP) No. 6-B187-P-00147-00 based on Argonne Statement of Work for “Water Treatment Chemicals & Services Contract (BPA)” dated April 21, 2026.

Proposals are only eligable if the vendor meets the below location criteria:

The Contractor is required to have an in-house professional staff of degreed engineers, biologists, metallurgists, which includes Licensed Water Treatment and support personnel to complete the effort indicated in the Statement of Work, which includes a staffed Research and Development Laboratory with an ISO 17025:2017 certification. The Contractor is to be a full scope water treating contractor with a global presence and the capability to provide knowledge of design and operations for water treatment plants, cooling towers, central chilled water-cooling plants and well versed in the various aquatic life and pathogens that can occur in water and be harmful and their treatment and prevention. The Contractor is to have been in existence for over 20 years and have experience in dealing with organizations in the comparative size and complexity as Argonne National Laboratory along with having experience within the U.S. Department of Energy National Laboratories system. The Contractor must have the technical knowledge and ability to communicate with the scientific community at the highest level of world class research and development.
