NIWC Pacific is seeking small business capabilities to provide In-Service Engineering Agent (ISEA) support for Afloat and Ashore Tactical Networks under the Tactical Networks Branch (Code 41250). - Government Buyer: - Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, Tactical Networks Branch (Code 41250) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the opportunity - The incumbent contractor is SAIC - Products/Services Requested: - In-Service Engineering Agent (ISEA) support for tactical networks and C4I systems, including: - Management, engineering, and technical support - Integrated logistics support (ILS) and configuration management - Global technical assistance for systems such as ADNS, CANES, CENTRIXS-M, SCI Networks, and others - Help desk support (24x7), system testing, sustainment, training, and configuration management - Data metrics, resource and schedule management, performance framework development, and workforce capability monitoring - ILS planning, technical manual development, obsolescence management, spare parts tracking, logistics analysis, warehouse and inventory control, training development, and data management - Estimated 257 Full Time Equivalents (FTEs) annually over a five-year period - Unique or Notable Requirements: - Security clearances up to TS/SCI required - Work performed at NIWC Pacific/Atlantic, U.S. Navy ships, shore facilities, and global military installations - Emphasis on small business participation - Cost-Plus-Fixed-Fee (CPFF) contract structure - Estimated contract value between $250M and $500M

Naval Information Warfare Center Pacific (NIWC Pacific) is issuing this Market Survey for determining Small Business capabilities and is soliciting information from potential sources to provide In-Service Engineering Agent (ISEA) support for Afloat and Ashore Tactical Networks for NIWC Pacific’s Tactical Networks Branch (Code 41250). The support will include, at a minimum, the following areas: Management, Engineering, Technical, Integrated Logistics Support (ILS), and Configuration Management. The following attachments are available: Market Survey - N6600127R0001 and Attachment 1 - Draft SOW. This notice is for information and planning purposes only and is not to be construed as a commitment by the Government and does not constitute a Request for Proposal (RFP).
