The County of San Diego Department of Public Works is seeking input from industry for a countywide drainage asset collection project: - Government Buyer: - County of San Diego Department of Public Works - Project Scope: - Develop a comprehensive GIS-based inventory of all County-maintained stormwater assets in the unincorporated area - Approximately 60,000 assets, including 19,000 pipe segments/channels and 38,000 junction structures - Field validation and condition assessment of culverts using the County's Culvert Condition Index (CCI) - Annual CCTV inspection of up to 10% of assets - Products and Equipment: - GPS/GNSS-enabled devices for accurate field data collection - High-powered lights and cameras for culvert inspection - ESRI GIS software platform for database creation and management - Services Requested: - Field data collection and validation - GIS database creation, management, and delivery of geodatabases, shapefiles, and feature layers - Condition assessment and photographic documentation of culverts - Traffic control planning and implementation for fieldwork - Biweekly and yearly progress reporting - Unique Requirements: - Contractor must provide all necessary equipment, software, staff, and training - Experience with stormwater drainage systems and practical fieldwork required - Confined space training and ability to perform physical tasks (e.g., lifting manhole covers) - Deliverables include a web viewer for data validation and CCI ratings for each culvert segment - Notable OEM: - ESRI is specified as the required GIS software platform - No specific vendors or other OEMs are named in the opportunity
