The Federal Bureau of Prisons at USMCFP Springfield is seeking fixed-price bids from small businesses for a comprehensive range of food products to support its 4th quarter requirements. - Government Buyer: - Federal Bureau of Prisons, Department of Justice - USMCFP Springfield, Springfield, Missouri - Products Requested: - Wide variety of food items including: - Dry beans (black, Great Northern, kidney, lentils, navy, pinto) - Canned beans (kidney, garbanzo, navy, pinto, black) - Rice (long grain, parboiled) - Pasta (macaroni, lasagna, rotini, spaghetti, egg noodles) - Dairy (non-fat dry milk, butter patties, cheese, buttermilk biscuit mix) - Meats (beef, chicken, turkey, kosher and halal meals) - Fresh fruits and vegetables (sweet potatoes, green beans, beets, carrots, corn, mushrooms, peas, peppers, spinach) - Spices and condiments (baking soda, basil, bay leaves, chili powder, garlic powder, garlic salt, Italian seasoning, lemon juice, onion powder, paprika, black pepper) - Oils, shortening, flour, cereal, peanut butter, soy protein, tofu - Kosher and halal certified meals and products - Packaged and shelf-stable items (taco shells, tortillas, tortilla chips, tomato products, yeast, sugar substitute) - Notable quantities include 170,000 butter patties, 150,000 units of pasteurized milk, 35,000 lbs of sweet potatoes, and 18,000 lbs of chicken thighs - Unique/Notable Requirements: - All products must comply with BOP National Menu Specifications - Strict packaging and delivery requirements, including palletization and no thawing of frozen goods prior to delivery - Deliveries must be scheduled in advance and occur Monday through Friday, excluding federal holidays - Conditional acceptance period of up to five business days for inspection and testing - Solicitation is a small business set-aside and requires SAM registration - OEMs and Vendors: - No specific OEMs or brand names are mentioned; products must meet federal and kosher/halal certification standards

THIS IS A SOLICITATION ONLY; REQUIREMENTS WILL BE PUBLISHED AS AN ATTACHMENT TO THE SOLICIATION, WHICH WILL BE PUBLISHED AS PRESCRIBED BELOW.

The Federal Bureau of Prisons, U.S. Medical Center for Federal Prisoners, Springfield, Missouri, intends to issue a solicitation RFQP04142600001 for the requirements of Quarterly Subsistence/Spices/Kosher/Meat. The contractor shall adhere to the delivery schedule established in the solicitation. Estimated delivery date will be on or about, July 01, 2026 (see Delivery Schedule and Delivery Information Clauses). Deliveries will be made to the U.S. Medical Center for Federal Prisoners, 1900 West Sunshine Street, Springfield, Missouri, 65807. The Government reserves the right upon award to make a formal single or multiple awards. The NAICS code for this solicitation is 311999. The solicitation is restricted to 100% small business, FOB Destination, and is a firm-fixed price contract. The Government will award to the responsible contractor(s) whose offer, conforming to the solicitation, is considered to be most advantageous to the Government based on price related factors and past performance per FAR 12.203(a). Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. The anticipated cutoff date for receipt of quotations is on or about May 25, 2026 12:00pm CST. Bids received after the cutoff time will NOT be considered. The Government reserves the right to make payments using Electronic Funds Transfer (EFT), or Government purchase card (GPC). Payment will be made using the GPC for awards less than $15,000.00. For awards $15,000.00 or greater, payment will be made using EFT.
