This opportunity seeks contractors to repair and upgrade the drinking water network at the Tonto National Forest, focusing on the Tonto Basin Ranger District and multiple campgrounds in Arizona. - Government Buyer: - USDA Forest Service, Southwest Region, Tonto National Forest - Tonto Basin Ranger District - Contracting office: USDA-FS, CSA Southwest 7, Albuquerque, NM - Products and Services Requested: - Repair of known water leaks and improvement of water network efficiency - Relocation of hydrants at Teddy Bear and Christmas Loops (2 units) - Leak repairs under pavement at Chipmunk and Grapevine Goose Loops (2 units) - Leak repair and water pipe replacement at Burnt Corral Campground (1 unit, 100 feet of iron pipe replaced with Schedule 40 PVC) - Installation of priority and reduction valves at Grapevine Group Campground (2 units) and Cholla Campground (1 unit) - Mobilization, including bonding and permits - Optional line items for future hydrant relocations, additional leak repairs (under and outside pavement), valve installations, and further pipe replacements (up to 100 feet) - All labor, materials, equipment, tools, transportation, and as-built drawings required - Unique or Notable Requirements: - Hydrants are furnished by the Forest Service; contractor installs - Contractor responsible for future leak repairs over a one-year period under contract modifications - All work must comply with the Statement of Work and related attachments - Set aside for small businesses under NAICS 238220 - No specific OEMs or proprietary products are named; standard plumbing and waterworks materials (e.g., Schedule 40 PVC pipe, pressure reduction valves) are required - Work to be performed at multiple federal facilities and campgrounds within the Tonto National Forest, with delivery and oversight from Phoenix, AZ and Albuquerque, NM offices

Description

Statement of Requirement: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number 127EAX26Q0045 is issued as a Request for Quotation (RFQ) for TBRD Water Leak Repairs.  

IAW Attachment 1 - Statement of Work, The Tonto National Forest has a requirement to eliminate the known leaks, make the water network more efficient, and anticipate upcoming leak repairs that will be covered by contract modification. At the end of the project, the contractor shall provide as-built drawings of the project to the Forest Service.

The successful contractor, in addition to fixing the current issues under the base bid, shall be responsible for repairing future leaks over a period of a one (1) year under the optional line items.

The Contractor shall furnish labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238220 The small business size standard is $19M. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

An organized site visit will be held on May 26th, 2026 at 10:00am Local time.  Location to meet for the site visit will be 28079 AZ-188, Roosevelt, AZ 85545.
