Dear Prospective Offeror:

Subject: Solicitation Number 19SA7026Q0011 Additional Power Utility Service for new DOW offices Annex

Enclosed is a Request for Quotation (RFQ) for Additional Power Utility Service for new DOW offices at the U.S. Embassy Riyadh, Saudi Arabia (Annex). If you would like to submit a proposal, follow the instructions in Section 3. of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.

The U.S. Government intends to award a contract to the most qualified responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a site visit on Wednesday, June 17, 2026, at 10:00 hrs. (all times listed are in Saudi Arabia time) at U.S. Embassy Riyad warehouse (Annex). Prospective offerors who intend to participate in this site visit must send an email to RiyadhContracting@state.gov on or before close-of-business (17:00 hrs.), Sunday, June 18, 2026, for additional information or to arrange entry to the building.

Proposals are due on Sunday, July 12, 2026, at 1700 hrs. No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.  Your proposal must be submitted electronically to RiyadhContracting@state.gov The subject line of all emails must, at a minimum, read: “Request for Proposals – 19SA7026Q0011”. 

It is important to make sure the submission is made in the correct size and format. All submissions should submit as either MS-Word 2007/2010, MS-Excel 2007/2010, or PDF, and should not exceed 30MB. If the file size should exceed 30MB, then please submit separate emails which are less than 30MB each. If multiple emails are submitted, please identify in the subject line the sequential order for each email (for example, if submitting two separate emails, you would include the following information: Email 1 of 2; Email 2 of 2). 

In order for a quotation to be considered, you must also complete and submit the following:

SF-1449 Section I, Pricing Section 5 Representations and Certifications Additional information as required in Section 3 Proof of SAM Registration   

Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting Officer has determined that it is in the best interest of the U.S. Government that offerors be registered in the SAM (System for Award Management) database at https://www.sam.gov  at the time of submitting a proposal.
