The U.S. Department of State, through the U.S. Embassy in Harare, Zimbabwe, is soliciting a firm fixed-price contract for comprehensive irrigation and main water line works at the new Chief of Mission residence. - Government Buyer: - U.S. Department of State, U.S. Embassy Harare, Contracting and Acquisitions Office - OEMs and Vendors: - DAB (manufacturer of ESYBOX Electronic Water Pressure System) - Rain Bird (or equivalent, for irrigation system) - Products and Services Requested: - Installation of 2 DAB ESYBOX Electronic Water Pressure System pumps with accessories - Installation of 160 meters of 40mm PVC Class 16 mainline pipe with valves, fittings, and repaving - Installation of 2 meters of 25mm PVC Class 16 outbuilding line - Installation of 150 meters of 25NB garden line with 5 garden faucets (brass or stainless steel) - Design and installation of a complete irrigation system (Rain Bird or equivalent), including pumps, driplines, automatic controls, and 10 days of training/monitoring - Pressure testing of all lines at 7.5 Bars and full site restoration - Main water line repair services, including excavation, installation, backfilling, cleaning, and quality assurance - Unique or Notable Requirements: - Contractor must provide all materials, labor, and equipment - Compliance with local laws and U.S. government regulations is mandatory - Performance standard: no more than one customer complaint per month - Site restoration to pre-construction conditions required - Financial responsibility, technical qualification, and insurance compliance required - Estimated contract value: $45,000 to $50,000 USD - All work to be completed within 8 weeks - Locations: - 52 Orange Grove, Highlands, Harare, Zimbabwe (Chief of Mission residence) - U.S. Embassy Harare, 2 Lorraine Drive, Bluffhill, Harare, Zimbabwe

Request for Quotations No. PR16000674 for Irrigation and Main Water Line Works at the new chief of mission residence.

Enclosed is a Request for Quotations (RFQ) for Irrigation and Main Water Line Works at the new chief of mission residence. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on the 18th of May 2026 at 1030am Harare time at the work site. Prospective offerors/quoters should submit a completed Site Visit Access form to HarareGSOProcurement@state.gov by 10:00am on 15 May 2026 to arrange entry to the building

Quotations are due by the 27th of May  2026 at 1700hrs CAT. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to HarareGSOProcurement@state.gov  It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit the following:

2. Section I, Pricing

3. Section 5 Representations and Certifications

4. Additional information as required in Section 3

5. Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
