This opportunity seeks a contractor to provide temporary prefabricated facilities and supporting infrastructure for a major U.S.-Japan bilateral military exercise at Camp Asaka, Japan. - Government Buyer: - Department of the Air Force, Pacific Air Forces, 374 CONS PK - United States Army Japan, G-37 Exercise Division - Products and Services Requested: - Erection, rental, and dismantling of four prefabricated buildings (two 2-story, two 1-story) for use as a Mission Training Complex - Installation and rental of an electrical power distribution system to support all facilities - Installation of 38 air conditioning units (14.0/16.0kW capacity) - Rental and operation of six diesel generator plants (total 12 generators) with various KVA ratings and voltage configurations - Provision of three uninterruptible power supply (UPS) units (2.5KVA minimum, 20-30 minutes backup) - Continuous 24/7 power supply during the rental period, with on-call repair services - Dismantling and restoration of all facilities and systems after the exercise - Unique or Notable Requirements: - Contractor must possess valid licenses to operate in Japan and have a Japanese CAGE code - Personnel must hold current and valid Japanese professional certifications, including the 2nd category Electrical Engineer’s License (minimum 5 years field experience), and for certain electrical work, the 1st category Electrical Engineer’s License or Certified Electrician qualification as per the Electrician’s Act - Compliance with both Japanese and U.S. standards for all work - Key roles required: contract manager, generator manager, and site manager with specific qualifications - No specific OEMs or product part numbers are identified in the solicitation - All work is to be performed at Camp Asaka, Japan, with oversight from U.S. Army Japan and U.S. Air Force contracting offices

Description

The contractor shall provide all management, personnel, equipment, tools, materials, supervision, and other items and services necessary for Erection, Rental and Dismantling of Prefabricated Facilities to support bilateral exercise YS91 at Camp ASAKA.

Notes:

Note 1: This project will be performed in its entirety in the country of Japan. The successful offeror must have valid licenses to meet the requirement in the country of Japan. Offerors must have a Japanese CAGE code.

Note 2: Personnel Qualifications.  The contractor shall be responsible for their employees have the following current and valid professional Japanese certification for the entire life of this contract.

“2nd category Electrical Engineer’s License” (Dai Nishu Denki Koji-shi) and have a minimum of 5 years of field work experience. In addition, the engineer(s) involved in electrical work on private electrical facilities (Jikayou Dnki Kousaku Butsu) shall be qualified as “1st category Electrical Engineer’s License” (Dai Isshu Denki Koji-shi) or “Certified Electrician” (Nintei Denki Koji Jyujisya) IAW the Electrician’s Act (Denki Koji-Shi Hou).
