Description
This is a source sought notice. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. The scope of the requirement is to perform incidental design, renovations, repairs, maintenance, replacements, alterations, demolition, and NAVFAC Construction work classified as Category II, III, or IV (See paragraph 1.2 of the draft Statement of Work, attached to this announcement, for a description and examples of these categories). The Procurement Method will be Contracting by Negotiation. The NAICS Code for this procurement is 236220 with a size standard of $45 Million. The Navy intends to solicit and award a single-award indefinite delivery indefinite quantity (IDIQ) contract with a base ordering period of 60 months, and an optional ordering period of 36-months. The total amount of orders than can be placed under this IDIQ shall not exceed $49,000,000. The minimum guarantee is $2,000. Task order may range from $2,000 to $2,500,000. The Geographic scope is the Iberian Peninsula including Naval Station Rota, Spain; Moron Air Base, Spain; and National Support Elements in Madrid and Valencia, Spain; and Lisbon, Portugal.
The anticipated solicitation issue date is August 2026 and the anticipated award date is January 2027. Offerors can view and/or download the solicitation, and attachments, at https://www.sam.gov under “contract opportunities” when it becomes available. This contract will replace a contract for similar services awarded in 2023 for a maximum value of $49,000,000. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.
Potential Offerors who are interested in this acquisition are requested to provide a limited capabilities statement that describes the firms experience in performing similar work and the firm’s ability to perform construction work in Spain or the European Union. For the experience, include the Company or Agency who issued the contract, contract number, duration of the contract, description of the work performed, and total dollar amount or maximum amount of the contract. Provide no more than two example project and limit submission to ten pages.
The Agreement on Defense Cooperation (ADC) between the United States of America and the Kingdom of Spain, Annex 6, requires that when awarding contracts for construction contracts in Spain, that the contractors must meet the requirements established by Spanish legislation for the execution of government works (i.e. public works projects). Expect that the solicitation will require each contracting company, upon submission of its proposal, to be registered at the Register of Bidders Contractors of the Spanish Ministry of Finance (Registro Oficial de Licitadores y Empresas clasificadas del Sector Publico), or EU nation equivalent, with the classification applicable to the type of work to be performed. There is no page limit for this data.
