Navy Seeks NAVSEA-Approved Paint OEMs for USS SAMPSON Hull Preservation and Technical Services

The U.S. Navy's Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) is seeking information from paint OEMs for a future procurement supporting the underwater hull preservation of the USS SAMPSON (DDG 102) in Seattle, WA. - Government Buyer: - U.S. Navy, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Detachment Everett - OEMs and Vendors: - Solicitation is open to NAVSEA-approved paint and coating OEMs; no specific brands named - Products/Services Requested: - NAVSEA-approved underwater hull coatings for high turbulence areas (e.g., sea chests, rudders, kort nozzles) - 12-year antifouling and boot top coating system (MIL-PRF-24647 Type I/II epoxy anticorrosive, Type II antifouling) - Preservation products for hull and boot top markings in specified colors - Paints, coatings, and solvents in 1- and 5-gallon containers, U.S.-manufactured, VOC and shelf life compliant - Full-time on-site Field Service Technical Representative (NACE Level III or SSPC PCI Level 3 certified) for the duration of the hull preservation - Phase-in services including attendance at Work Package Execution Review meeting - Unique/Notable Requirements: - All products must be NAVSEA-approved and meet strict Navy Paint Warranty standards - OEM must provide warranty directly (no waivers or subcontracting) - Technical representatives must be highly certified and available full-time, with surge capacity - Weekly reporting, technical evaluations, and detailed documentation required - Delivery of products to San Diego, CA; work performed at contractor's dry-dock in Seattle, WA - Strict compliance with VOC, safety, shelf life, and quality control standards - Place of Performance and Delivery: - Contractor's dry-dock facility in Seattle, WA (work site) - Delivery location for products: San Diego, CA - Contracting offices: Puget Sound Naval Shipyard IMF (Bremerton, WA) and Naval Station Everett (Everett, WA)

Description

This is a sources sought announcement in anticipation of a potential future procurement program. PSNS & IMF Naval Station Everett is conducting market research to determine industry capability and interest to provide required paint, coatings, preservation products, and engineering/technical services for the Underwater Hull Preservation w/Paint on the USS SAMPSON (DDG 102) in Seattle, Washington, with an anticipated start date of 06 July 2026. The vessel will be dry-docked.  

The government seeks paint original equipment manufacturers that can provide support as follows: 

Provide paint, coatings, and preservation products per the attached Work Statement. 

Paint, coatings and preservation products must meet the required standard per the attached Navy Paint Warranty. 

Company (vendor) must provide the required warranty without waiver or subcontract. 

Provide personnel that meet or exceed the minimum qualifications within the Work Statement in order to perform and certify work stated. 

Personnel may not be substituted without express approval by the Government, as submitted per the attached Work Statement. 

Place of performance:  Contractor's Dry-dock Facility  (Seattle, WA). 

PSNS & IMF Everett is especially interested in determining small business capability and interest. 

The anticipated Request for Quote (RFQ) release date is on or around Thursday, 28 May 2026 (subject to change).  

PSNS & IMF Everett is contemplating award of a firm fixed price contract for the requirement specified in the attached draft Statement of Work. The applicable NAICS code is 325510 – Paint and Coating Manufacturing. 

What/Where to Submit:  Interested companies should submit, on company letterhead, a letter of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. Please scan your letter of interest and email it to Contract Specialist, Masada Younker, at Masada.d.younker.civ@us.navy.mil, and Adrienne Larcom, at adrienne.j.larcom.civ@us.navy.mil with “USS SAMPSON (DDG 102) OEM U/W Hull Preservation w/Paint SOURCES SOUGHT NOTICE” in the subject field and hand or digitally sign your letter of interest.  The letter of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in the draft Statement of Work, and answers to the following specific questions.  Please limit your response to no more than 5 pages. 

1. Is your company a paint original equipment manufacturer? 

2. Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 325510 (the small business size standard is 1,000 in number of employees)? If small business please specify (small, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable]. How many employees does your company have? 

3. Does your company have a website? If so, what is your company’s website address? 

4. Does your company have a satisfactory performance record for the type of work required?  Please provide examples of relevant and recent (within three years) past performance. 

5. Is your company able to provide both the paint product desired AND the manufacturing guarantee, as required within the work statement? 

6. Given the complexity of the work described in this announcement, including draft Statement of Work, please describe your company’s historical experience completing work onboard U.S. Navy ships and other vessels described in draft Statement of Work, or briefly describe how your company would be capable of meeting these requirements as of contract award. 

Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.  All information shall be provided free of charge to the Government.  PSNS & IMF Everett may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This sources sought announcement is not a request for proposal.  The purpose of this sources sought announcement is to gather information from the market place.  Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.  

No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.
