Naval Information Warfare Center Pacific (NIWC Pacific) has a requirement to modernize the Navy's Tactical Fleet Command Centers and Maritime Operations Centers (MOCs) by integrating Machine Learning/Artificial Intelligence (ML/AI) approaches. The objective is to enhance warfighter decision-making and information gathering effectiveness. This effort requires engineering and technical support services for requirements analysis, systems engineering, software engineering, cybersecurity, system integration, testing, and program support.
The security requirement for this tasking will be up to and including Top Secret and Secret Compartmented Information (SCI). The prime contractor must possess a valid Top Secret/SCI facility clearance at the time of award. All contractor personnel performing on the task must have the appropriate security clearance prior to beginning work and may be required to obtain and maintain Joint Worldwide Intelligence Communications System (JWICS) accounts. A Contract Security Classification Specification (DD Form 254) will be included in the solicitation.
Estimated Period of Performance: The anticipated period of performance is a one-year base period and four (4) one-year option periods, for a total of five years. The estimated award date is December 2026. Estimated Level of Effort: The Government's estimated level of effort is approximately 92,160 hours over five years. Estimated Solicitation Release date: mid-late May 2026. Expected Contract Type: The Government anticipates this effort to be a Cost Plus Fixed Fee (CPFF). Other Direct Cost CLINs are expected to be cost only. Set-aside status: This requirement will be solicited on a Full and Open Competition basis for SeaPort NxG contract holders. NOTE: The above information is a notice ONLY and are not terms of the upcoming solicitation unless the solicitation is written or amended to include such matters. While the Government intends to solicit this effort, should plans change, it does not obligate the Government to do so under Seaport NxG or any other vehicle.
