Description
Notice of IntentThis is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Cox Analytical Systems for an X-ray fluorescence core scanner as described in the attached Salient Characteristics. Award will be made in accordance with Revolutionary FAR Overhaul (RFO) Part 12 and the procedures at RFO Part 12 entitled, Acquisition of Commercial Products and Commercial Services. Cox Analytical Systems is, to the USGS' knowledge, the only source who can provide a machine known to analyze both wet and dry cores. The purpose of this notice is to satisfy the requirements of RFO Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 334516 Analytical Laboratory Instrument Manufacturing and associated size standard is 1,000. The PSC code for this action is 6645, Time Measuring Instruments. Responses or inquiries shall only be accepted through electronic mail addressed to elizabeth_adam@ios.doi.gov and must be uploaded and received in their entirety no later than Friday, May 22, 2026, at 10:00am PD. Only responses submitted via email will be considered.Salient characteristics- An X-ray fluorescence core scanner capable of analyzing both marine sediment and mineral cores- The XRF should have the ability to analyze both wet and dry cores- The XRF should have the ability to analyze elements from magnesium through uranium or better with high precision and sensitivity to both heavy and light elements- The XRF should have the ability to analyze samples up to 1.5 m in length at 1 mm resolution or better- The XRF should have appropriate safety shielding for x-rays - The XRF should have energy resolution of 3% or better- The scanner should be equipped with an RGB camera that collects images paired to the XRF scan at a resolution of 50 micrometers or better- The XRF should be supplied with an appropriate X-ray tube with a reliable lifetime and appropriate power supply and shielding- The scanner should be supplied with a means of holding the samples during analysis and NIST certified reference material- The XRF should be supplied with software for data collection and analysis, including spectral deconvolution for elements with overlapping energy levels- The XRF should be supplied with a one-year standard warranty, as well as product installation and appropriate user training
