The US Marine Corps is seeking industry input for an innovative Live-Fire Evaluation Tool (LFET) training system to enhance weapons proficiency and Marine lethality. - Government Buyer: - Department of War (DoW), Program Manager Training Systems (PM TRASYS), Portfolio Acquisition Executive Marine Corps (PAE-MC) - Contracting office: MARCORSYSCOM, 2200 Lester Street, Quantico, VA - Products/Services Requested: - Live-Fire Evaluation Tool (LFET) training solution - Must provide real-time live fire shot detection and scoring - Support for M4, M16, M27, M240, M249, and M2 weapons - Capable of squad-level scoring and generating After Action Reports - Graphical playback of shooter position, direction, hits, and misses - Must operate on USMC maneuver training ranges in CONUS and OCONUS - Includes contractor logistics support and travel/other direct costs - Contract Structure: - Hybrid contract with fixed-price CLINs for systems and support, and cost CLINs for travel/ODCs - Estimated period of performance: five years - OEMs and Vendors: - No specific OEMs or vendors named; open to all commercial providers of relevant technology - Unique/Notable Requirements: - Solution must be innovative and commercially available - Must integrate with USMC training environments and support a range of standard Marine Corps weapons - Real-time data capture and after-action reporting are essential - Locations: - Place of performance: USMC maneuver training ranges (CONUS and OCONUS) - Contracting office: Quantico, VA

Description

Program Management Training Systems (PM TRASYS) intends to issue a Commercial Solutions Opening (CSO) to solicit innovative commercial products and technologies in support of the Live-Fire Evaluation Tool (LFET) training solution. The goal of the CSO is to identify a commercial solution that enhances Marine lethality via improving weapons proficiency and skill development by providing real time live fire shot detection and scoring capability. Any contract resulting from the CSO will be a hybrid contract consisting of fixed-price Contract Line Numbers (CLINs) for systems and contractor logistics support and cost CLINs for Travel and Other Direct Costs to provide LFET to the Marine Corps. At this juncture, the Government estimates that the resultant contract will have a total potential period of performance of five years. The Government anticipates awarding a single contract resulting from the CSO.

The Government is interested in receiving your insight on the draft CSO (attached) hereby. Interested offerors should submit a concise response (maximum 2-page white paper or 5 slides) within 10 calendar days of this draft posting addressing the following 3 questions ONLY:

Question 1: If this is posted as an actual CSO, will you plan to respond to the CSO and compete for the requirement? If so, please provide your business name, size, and point of contact.

Question 2: What updates do you recommend to the draft CSO to assist you with the decision to respond and compete for the contract award?

Question 3: Will this requirement enable you to provide an innovative solution? If not, what changes would you recommend ensuring an innovative solution is provided?
