Description

The General Services Administration (GSA) requires the professional services of Wold Architects and Engineers to provide continuity for the construction phase of the roof replacement design previously developed by the firm. Although the construction solicitation has been publicized via SAM.gov and a site visit is imminent, the technical expertise of the original design firm is essential to address specialized inquiries regarding specifications and to perform requisite construction oversight. While this project was initially slated for award in 2025 during the firm's active contract period, potential property disposition necessitated the cancellation of the original solicitation and the subsequent expiration of the firm's task order in December 2026.

Alternative sources were considered; however, engaging a different Architect/Engineering (A/E) firm would result in substantial cost increases, significant schedule disruptions, and the following unacceptable risks:

Fiscal Impact: Increased costs stemming from the liability and risk premiums associated with assuming professional responsibility for a design package authored by another firm. Liability Constraints: Anticipated contractual exclusions from a new firm refusing to validate or take ownership of the original design. Operational Delays: Extended procurement timelines required for an unfamiliar team to perform the necessary research to interpret the existing design. Information Attrition: Loss of institutional knowledge and critical engineering history established during the design phase. Technical Risk: Potential procurement errors resulting from a new team's lack of familiarity with previous engineering decisions.

GSA cannot sustain further delays to the construction schedule. Expedited roof replacement is mandatory to remediate active water infiltration on the 6th floor, which has compromised the operational mission of the ATFE and forced them to move out of the space. Wold Architects and Engineers remains the sole entity possessing the comprehensive background data required for this phase, particularly as the original Government project personnel are no longer affiliated with the agency.
