Advance Manufacturing Applied Research & Technology Development Center (AdvMARTDC)

In accordance with National, Department of War (DoW), and Army Advanced Manufacturing (AdvM) Strategies as well as recent DoW and Army policies and directives, the Army seeks to establish an Advanced Manufacturing Applied Research & Technology Development Center (referred to as “Applied Research Center” or “Research Center”)Applied Research Center for Advanced Manufacturing. While AdvM research and development is being conducted by many universities and institutes across the country, this new Army Applied AdvM Research Center would be responsible for acting as a trusted government agent and performing and coordinating research internally and from external sources to align to Army and DoW strategies. Responsibilities would also include working with and transitioning technologies to the Manufacturing Innovation Institutes, Organic Industrial Base (OIB), Defense Industrial Base (DIB) as well as Army and Joint Service stakeholders.

The acquisition strategy for this procurement opportunity is being considered for a full and open competition with intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract award.

Inquiries and Questions

All inquiries must be submitted via email to both POCs NLT 1700 Eastern Daylight Time on 22 May 2026. Responses to questions will be posted NLT 28 May 2026. Each Offeror shall submit only one consolidated set of questions. Questions received after the deadline may not be answered. If an Offeror identifies a potential error, omission, or other issue in the draft Call for Solutions, the Offeror must notify the Government POCs in writing during the question period. The notification must include supporting rationale and any recommended remedies for the Government's consideration. Communication Protocol - All communications concerning this competition shall be in writing and directed exclusively to the Government POCs identified below.  Unauthorized contact with other Government personnel regarding this competition may constitute an Organizational Conflict of Interest (OCI) and result in the Offeror's exclusion from the competition.
