The Military Sealift Command (MSC), under the Department of the Navy, is soliciting a firm-fixed-price charter for a Roll-On/Roll-Off (RO/RO) vessel to transport military cargo between Gdansk, Poland and Jacksonville, Florida. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office (N103A), MSC Norfolk - Vessel and Service Requirements: - Charter of one U.S. or foreign flag RO/RO vessel - Main deck height of at least 20 feet - Ramp door required - Minimum laden speed of 15 knots - Must carry up to 185,169 square feet of military cargo (helicopters, wheeled vehicles, tracked vehicles, breakbulk) - Includes two supercargo, lashing gear, Certificate of Inspection, detailed stow plan, and vessel fully bunkered - Charter period is approximately 22 days, with an option to extend up to 6 months - Delivery in Gdansk, Poland; redelivery in Jacksonville, Florida - Notable/Unique Requirements: - Vessel must be capable of worldwide transportation and prepositioning, including hazardous cargo, explosives, and ammunition - Government inspection rights and reporting per COMSCINST 3121.9 - Fuel consumption reporting/testing required - Readiness and off-hire provisions - Force protection measures (up to 12 armed personnel); contractor security team may be required - Reimbursable shipment coordination for DRAKE c-UAS system if requested - Compliance with U.S. Department of Labor wage determinations for maritime labor - No specific OEMs or vessel manufacturers are named; procurement is open to all responsible sources - Labor requirements include various maritime occupations under the Service Contract Act - Pricing evaluation includes charter hire, fuel, and other elements
