Interior Renovation and Finish Repairs at USCG Dawson Hall and Base Portsmouth

The U.S. Coast Guard is seeking qualified small business contractors to repair and renovate interior finishes at Dawson Hall, with work performed at both Alexandria and Portsmouth, VA facilities. - Government Buyer: - Department of Homeland Security, United States Coast Guard - Offices: C5I Service Center (Alexandria, VA) and Base Portsmouth (Portsmouth, VA) - Scope of Work: - Kitchenette renovations including new cabinetry, sinks, millwork, seating, tables - Replacement of luxury vinyl tile flooring and modular carpet tiles - Interior painting using low-odor/VOC latex systems - Bathroom upgrades: new vanities, integrated sinks, faucets, towel bars, medicine cabinets - Installation of new LED interior lighting fixtures (minimum CRI 80, 50,000-hour lamp life) - Option items for additional bathroom renovations and carpet replacement in specified corridors and rooms - Products/Services Requested: - Plastic-laminate-clad architectural cabinets (custom grade, moisture-resistant, solid surface countertops) - Resilient tile flooring (ASTM F1700 Class III, 20-mil wear layer) - Tile carpeting (100% nylon 6, PVC-free backing) - Plumbing fixtures (stainless steel sinks, faucets, bathroom hardware) - LED interior lighting (NFPA/NEMA compliant) - Unique Requirements: - Building remains occupied during construction; phased work required to minimize operational impact - Compliance with safety, environmental, and coordination protocols - Site verification and scheduled site visits strongly encouraged - All work must adhere to detailed Statement of Work and technical specifications - No specific OEMs or part numbers are identified; contractors must supply materials meeting the described standards - Set aside for small businesses under NAICS 236220 (Commercial and Institutional Building Construction)

Description

Contractor shall provide all labor, supervision, equipment, and material necessary to complete the kitchen renovations as identified in the Statement of Work (SOW) and, if awarded, the option item(s) for the repair of the interior finishes to the 2nd Deck Corridor 233 Bathrooms, 2nd Deck Corridor 234 Bathrooms, 1st Deck Corridor Bathrooms, and the 1st Floor Room 108 & Corridor 147 Carpet. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 236220 Commercial and Institutional Building Construction and a small business size standard of $45.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on 06/04/2026 via email to frank.r.burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Officer at the email addresses listed above no later than 5/29/26. 

All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on 05/27/26 at 1300 Eastern Time at USCG Dawson Hall located at 17323 Telegraph Road, Alexandria, VA 22315. Interested parties must arrange site visits with LCDR Jordan Bogden at Jordan.C.Bogden@uscg.mil. All visitors must submit a copy of their valid Driver's License to LCDR Bogden no later than 1400 on 5/26/26 to schedule their site visit scheduled for 5/27/26 at 1300.
