THIS IS A PRESOLICITATION NOTICE ONLY – The Bureau of Reclamation, intends to solicit wastewater testing services to conduct required monthly analyses and provide the analytical data and reporting necessary to ensure compliance with the Utah Department of Environmental Quality (UDEQ) discharge permit requirements under UPDES Permit No. UT0020338. The resulting requirement will include base year plus four option years.The laboratory performing this work must be accredited in accordance with the most recent National Environmental Laboratory Accreditation Conference (NELAC) standards for water analysis and must hold current certification from the State of Utah. The laboratory shall be in good standing with both accrediting bodies and must not be under review or investigation. The Contractor is required to participate in the Environmental Protection Agency (EPA) Quality Assurance Program.Prior to commencing performance, the Contractor shall provide proof of laboratory accreditation, State of Utah certification, and applicable quality assurance sample results to the Contracting Officer.This Pre-solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. The Bureau of Reclamation is not seeking quotes at this time and will not accept unsolicited quotes. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to continue to monitor the Beta Sam Opportunities (www.betasam.gov) site.
