The Naval Surface Warfare Center Dahlgren Division (NSWCDD), under the Department of the Navy, is seeking a contractor to provide comprehensive engineering and technical services for shipboard antenna systems supporting Communication and Ship Signal Exploitation Equipment (SSEE) across the fleet. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Dahlgren Division (NSWCDD), Electromagnetic and Sensor Systems Department (B), Electromagnetic Effects Division (B50) - Scope of Services: - Restoration, overhaul, maintenance, sustainment, removal, installation, repair, procurement, logistics, and testing of platform antennas, antenna systems, and subsystems - Support for SSEE systems to ensure operational readiness - Services include both standard and surge labor support, with a 20% annual surge labor option - Labor categories include Program Manager, Senior Engineering Technician, Inventory Manager, Production Manager, Shipboard Manager, Senior Engineer, Engineer, Junior Engineer, Technician, Junior Engineering Technician, Illustrator, and Technical Editor - Materials, travel, and data deliverables are included as Other Direct Costs (ODCs) and Not Separately Priced (NSP) items - Quantities and Part Numbers: - Labor hours for each period: 51,456 base hours per year, plus 10,291 surge hours per year, over a 5-year period (base + 4 option years) - Specific CLIN part numbers for each period and surge option (e.g., 6000AA, 6100AA, etc.) - Unique/Notable Requirements: - 20% small business participation requirement - Incumbent contractor is Amentum Services, Inc. - No specific OEMs or proprietary part numbers for hardware; focus is on technical services and labor - Personnel must meet detailed experience and education qualifications for each labor category - Period of Performance: - 12-month base period plus four 12-month option periods (total 60 months) - Primary Places of Performance: - Naval Surface Warfare Center Dahlgren Division, Dahlgren, VA - Naval Station Rota (for some work) - Industry Day Location: - University of Mary Washington Dahlgren Campus, King George, VA

Certain documents must be restricted by CAGE code and may be made available upon request****** The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Electromagnetic and Sensor Systems Department (B), Electromagnetic Effects Division (B50) has a requirement for engineering and technical services relating to the restoration, overhaul, maintenance, sustainment, removal, installation, repair, procurement, logistics, and testing of various platform antenna, antenna systems and antenna subsystems (hereafter referred to as “Antenna”) to ensure operational readiness for Communication and Ship Signal Exploitation Equipment (SSEE) systems deployed in the fleet. NSWCDD intends to issue a CPFF Task Order competed as a Competitive Full and Open requirement. An Advance Notice with draft SOW/Labor Qualifications regarding the Shipboard Sensor Support Follow-On opportunity was published to SeaPort-NxG on September 4, 2025. These documents are being re-posted via the PIEE Solicitation module (with latest versions of Draft SOW/Labor Qualifications) for awareness along with a Draft RFP prior to final RFP being released.
