Draft RFP: C-130H Formation Position System (FPS) Replacement – EMD and Production Support

This opportunity is a draft RFP from the U.S. Air Force Life Cycle Management Center for the C-130H Formation Position System (FPS) replacement program. - The procurement covers Engineering and Manufacturing Development (EMD) and Production & Deployment (P&D) support for the FPS on up to 54 C-130H3 aircraft and 7 flight training devices. - The FPS replacement addresses Diminishing Manufacturing Source (DMS) issues and 5G frequency interference, requiring full 5G capability and interoperability with the C-130J fleet. - Deliverables include: - Design, integration, qualification, testing, and installation of FPS modification kits - Modernization of flight training devices and development of training systems/courseware - Initial spares, support equipment, and technical data packages - Contractor field team installation, training, and interim contractor support - Key system components specified include MILACAS-FR sensors, FPS Control Panel, Flight Command Indicator (FCI) and Repeater (FCIR) panels. - The FPS must support formation flying with up to 35 aircraft, provide proximity monitoring, datalink messaging, and comply with MIL-STD and cybersecurity requirements. - Testing and evaluation will occur at Eglin AFB and Little Rock AFB; the program is managed from Wright-Patterson AFB, OH. - No specific OEMs or vendors are named; the government is seeking industry feedback and market research responses.

The purpose of this notice is to provide potential Offerors information regarding the program requirements and to facilitate industry review and maximize the quality of market research.
