Fredericksburg Citywide Pavement Rehabilitation Project (FY 2026) – Asphalt, Milling, and Street Repairs

The City of Fredericksburg is seeking bids for a comprehensive citywide pavement rehabilitation project for FY 2026. - Government Buyer: - City of Fredericksburg, Department of Public Works, Finance/Procurement Office - Procurement Officer: Josh McCormack - Scope of Work: - Pavement milling, road reconstruction, full depth patching, and asphalt concrete resurfacing across multiple city streets - Removal and replacement of curb and gutter (CG-6, CG-9B, CG-12), sidewalks, bricks, and handicap ramps - Application of thermoplastic pavement markings (stop bars, crossings, striping, gore areas, crosswalks) - Joint repair, saw cutting, and base aggregate installation - Products and Quantities: - Hot Mix Asphalt (VDOT Types SM 9.5 A 1.5 and BM 25 4): multiple line items, quantities ranging from 72 to 1,156 tons per street - Base Aggregate No. 21-A: quantities from 43 to 488 tons per street - Milling: up to 5,800 square yards per street - Curb and gutter, sidewalk, and ramp replacements: hundreds to thousands of linear feet or square feet - Thermoplastic pavement markings: thousands of linear feet and multiple crossings/stop bars - Notable Requirements: - Mandatory site examination prior to bidding - All work must comply with local, state, and federal regulations - Substantial completion required within 180 calendar days after Notice to Proceed; contract period through December 31, 2026 - Electronic-only submissions not accepted; delivery must be by courier or scheduled in-person - Open to qualified contractors licensed in Fredericksburg and Virginia - No specific OEMs or proprietary products are named; standard VDOT-specified materials are required - Work will be performed on designated city streets including Willis, Charles, Progress, Washington Avenue, Hanover, Myrick, Van Buren, Charlotte, and Emancipation Highway

This project involves pavement milling, road reconstruction, full depth patching, repair, asphalt concrete resurfacing, pavement markings, removal and replacement of curb and gutter, sidewalks, bricks, handicap ramps, joint repair, and related work on various streets throughout the City of Fredericksburg as designated by the Director of Public Works. The contract period is from the date of award through December 31, 2026. Bidders must be registered and licensed to do business in the City of Fredericksburg and the Commonwealth of Virginia. An optional virtual pre-bid conference will be held on May 21, 2026.
