The U.S. Army Engineer Research and Development Center (ERDC) Construction Engineering Research Laboratory (CERL) is seeking small business support for developing and maintaining cost estimating assemblies and data artifacts for the Enterprise Sustainment Management System (E-SMS) program. - Government Buyer: - U.S. Army Corps of Engineers, ERDC CERL, KO Contracting Division, Champaign, Illinois - Products and Services Requested: - Development of Micro-Computer Aided Cost Estimating System 2nd Generation (MII) project item assemblies and associated data artifacts - Cost development services for MII project item assemblies and data artifacts for seven types of cost estimating tasks - Creation and updating of assemblies for replacement, repair, and preventive maintenance of facility components across 11 asset domains (buildings, utilities, waterfront, pavements, rail, fuel facilities, water control structures, bridges, training areas, specialized, and memorial assets) - Use of official cost libraries (RSMeans, MCACES, TRACES MII Cost Book) and custom-developed items - Example assemblies include: - Remove and Replace Security Windows, Aluminum, 15 Minute Forced Entry/Blast Resistant (Part Number: B20200127000, Qty: 1) - Remove and Replace Chiller, Scroll, 15 Ton, Air Cooled (Part Number: D30300107000, Qty: 1) - Unique or Notable Requirements: - Detailed documentation and reproducible assembly methods - Application of current labor, equipment, tax, markup, and escalation factors - Quality management and technical knowledge of MII/MCACES required - Monthly progress reporting and invoicing aligned to work completion - Total set-aside for small business concerns - No specific OEMs or commercial vendors are named in the solicitation or attachments.

Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number W9132T26RA003 is issued as a request for proposal (RFP) by the U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL).  The requirement is for developing Micro-Computer Aided Cost Estimating System 2nd Generation (MII) project item assemblies and associated data artifacts in support of the Enterprise-SMS (E-SMS) program over a five (5) year ordering period by utilizing a Single Award Task Order Contract (SATOC), Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Please reference the attached solicitation and all attachment documents for full detail of the requirements, for detail on the information required in a proposal submission under this solicitation, and for all applicable provisions and clauses.

This acquisition is a total set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
