The Financial and Consumer Services Commission of New Brunswick (FCNB) is seeking proposals for a modern, bilingual (English and French) Regulatory Management System (RMS) delivered as a hosted Software-as-a-Service (SaaS) solution. - Government Buyer: - Financial and Consumer Services Commission of New Brunswick (FCNB) - Products/Services Requested: - Hosted SaaS Regulatory Management System (RMS) to manage licensing and registration for over 25,000 entities - Implementation services: configuration, integration, data migration from legacy systems, testing, documentation, training, and deployment - Ongoing hosting, maintenance, and support services with minimum 99.9% uptime and defined service levels - Project management, change management, and user training/knowledge transfer - Data protection and business continuity services, including security program, business continuity plan, disaster recovery, and compliance with privacy and security requirements - Unique or Notable Requirements: - Solution must be fully bilingual (English and French) - Compliance with Canadian and New Brunswick regulatory processes, data residency, and privacy/security standards (including ISO 22301:2019) - High availability (99.9% uptime), robust data security, and business continuity/disaster recovery plans - Comprehensive change management and training for all user groups - No specific OEMs or SaaS vendors named; open to any provider of a suitable bilingual SaaS RMS solution - Contract Structure: - 5-year initial term with option to extend up to an additional 10 years - Implementation planned over 12-18 months with phased approach and warranty periods after each phase

Description

The Financial and Consumer Services Commission of New Brunswick is seeking proposals for a modern bilingual (English and French) Regulatory Management System (RMS). The successful proponent will implement an existing commercially available bilingual hosted SaaS product as the basis for the RMS solution, including configuration, integrations, data migration, testing, documentation, and training. The contract includes ongoing hosting, maintenance, and support services. The Commission intends to enter into a 5-year contract with an option to extend for up to an additional 10 years.
