Charter of Ammunition Transport Vessel for Pacific Voyage

The Military Sealift Command (MSC) is seeking a commercial dry cargo voyage charter to transport ammunition containers from the U.S. to the Pacific region. - Government Buyer: - Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office (MSC N103A) - Contracting office at Naval Station Norfolk, VA - Primary Requirement: - Charter of one U.S. or foreign flag, self-sustaining vessel - Vessel must carry a minimum of 163 ammunition TEUs (Twenty-foot Equivalent Units) - Cargo includes hazardous materials (HAZMAT), specifically Hazard Classes/Divisions 1.1D and 9 - Vessel must comply with all regulatory HAZMAT compatibility and segregation requirements - Vessel must be equipped with: - Container ISO deck socket fittings - Lashing gear and patent chain/binder lashings - Certified 20-foot spreader bar for each crane - INMARSAT-C with GPS for in-transit visibility and position reporting every 6 hours - Capability to embark up to 12 armed force protection personnel if required - Fully bunkered for the entire voyage - Notable Requirements: - Strict prohibition on next-port-call in Spain or Gibraltar - Wage rates and labor standards for maritime crew per U.S. Department of Labor Wage Determination - Vessel inspection and acceptance rights reserved by MSC - Performance Details: - Loading at Naval Magazine Indian Island, WA - Discharge at Tengan, Okinawa, Japan, and Apra Harbor, Guam - Single voyage with laydays and laytime specified in the solicitation - No specific OEMs or vessel manufacturers are named; open to all qualified commercial shipping providers - Full and open competition; both U.S. and foreign flag vessels eligible
